Increase of 12.5% in monthly allowance for retired, discharged, and resigned military personnel in Vietnam
On November 3, 2023, the Minister of National Defense issued Circular 82/2023/TT-BQP regulating the adjustment of monthly allowances for military personnel and ciphers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and resigned military personnel.
Circular 82/2023/TT-BQP takes effect on December 19, 2023. The regulations in Circular 82/2023/TT-BQP are implemented from July 1, 2023.
Based on Article 2 of Circular 82/2023/TT-BQP, the following are the subjects of application:
Subjects of application
(1) Military personnel who have been retired or discharged and are currently receiving a monthly allowance in accordance with the provisions of Decision No. 142/2008/QĐ-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for military personnel who participated in the resistance war against the United States to save the nation with less than 20 years of service in the military who have retired or discharged and returned to their hometowns (hereinafter referred to as Decision No. 142/2008/QĐ-TTg); Decision No. 38/2010/QĐ-TTg dated May 6, 2010 of the Prime Minister on amending and supplementing Decision No. 142/2008/QĐ-TTg.
(2) Military personnel and ciphers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and separated military personnel and are currently receiving a monthly allowance in accordance with the provisions of Decision No. 62/2011/QĐ-TTg dated November 9, 2011 of the Prime Minister on the regime and policies for subjects who participated in the war to defend the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 who have retired, discharged, and resigned.
(3) Relevant agencies, units, organizations, and individuals.
In summary, the subjects who are entitled to monthly allowance adjustments include:
- Military personnel who have been retired or discharged and are currently receiving a monthly allowance in accordance with the provisions of Decision 142/2008/QĐ-TTg.
- Military personnel and ciphers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and resigned military personnel and are currently receiving a monthly allowance in accordance with the provisions of Decision 62/2011/QĐ-TTg.

How to calculate the rate of the adjustment of monthly allowances of retired, discharged, and resigned military personnel in Vietnam?
Based on Article 3 of Circular 82/2023/TT-BQP, the following are the calculation methods and adjustment levels:

1. An increase of 12.5% is applied to the monthly allowance for the month of June 2023 for the subjects specified in Clause 1 and Clause 2 of Article 2 of this Circular, according to the following formula:
Monthly allowance to be received from July 2023 = Monthly allowance to be received at the time of June 2023 x 1.125
2. The monthly allowance for the subjects specified in Clause 1 and Clause 2 of Article 2 of this Circular after the adjustment increase is as follows:
a) From 15 years to less than 16 years, the allowance is VND 2,285,000/month;
b) From 16 years to less than 17 years, the allowance is VND 2,388,000/month;
c) From 17 years to less than 18 years, the allowance is VND 2,494,000/month;
d) From 18 years to less than 19 years, the allowance is VND 2,598,000/month;
đ) From 19 years to less than 20 years, the allowance is VND 2,700,000/month.
Therefore, from December 19, 2023, an increase of 12.5% will be applied to the monthly allowance for military personnel and ciphers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and resigned military personnel, according to the following formula:
Monthly allowance to be received from July 2023 = Monthly allowance to be received at the time of June 2023 x 1.125
The monthly allowance for military personnel and ciphers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and resigned military personnel is as follows:
- From 15 years to less than 16 years, the allowance is VND 2,285,000/month;
- From 16 years to less than 17 years, the allowance is VND 2,388,000/month;
- From 17 years to less than 18 years, the allowance is VND 2,494,000/month;
- From 18 years to less than 19 years, the allowance is VND 2,598,000/month;
- From 19 years to less than 20 years, the allowance is VND 2,700,000/month.
Who pays for the monthly allowance in Vietnam?
Based on Article 4 of Circular 82/2023/TT-BQP, the funding for the implementation is as follows:
Funding for implementation
The funding for adjusting the monthly allowance for the subjects specified in this Circular is provided by the State budget. The Ministry of Finance provides the funding based on the proposal of the Ministry of Labor - Invalids and Social Affairs to authorize the Departments of Labor - Invalids and Social Affairs of the provinces and cities to pay the allowances to the subjects.
Therefore, the monthly allowance for military personnel and cihpers working in the communications security sector who are entitled to salaries similar to those of retired, discharged, and resigned military personnel is paid by the Ministry of Finance to the Departments of Labor - Invalids and Social Affairs of the provinces and cities, which then pay the allowances to the subjects.
