Based on Subsection 6.3 Section 6 of Regulation 24-QD/TW of 2021:

A Vietnam Communist Party member transfers party activities in the following cases:
- Official transfer of party activities.
- Temporary transfer of party activities.
- Transfer of party activities abroad.
- Transfer of party activities in cases of transfer, establishment, division, or merger of branches or party committees.
- Transfer of party activities when the party organization is disciplined and dissolved.
Corresponding to each case of transferring party activities, there will be specific requirements.

In which cases do Vietnam Communist Party members are allowed to transfer official Party activities?
Based on Subsection 6.3 Section 6 of Regulation 24-QD/TW of 2021 on the issuance and management of party member cards, management of party member files, and procedures for transferring party activities:
Article 6: Issuance and management of party member cards, management of party member files, and procedures for transferring party activities

6.3 Transfer of party activities.
6.3.1. Official transfer of party activities.
a) A Communist Party member who is authorized to transfer to a new unit, retire, be disabled, resign, be demobilized, or change long-term residence must complete procedures for official transfer of party activities within 60 working days from the effective date of the decision or change of residence.
b) If a Communist Party member officially transfers party activities beyond the district or provincial level (and equivalent), the district-level (and equivalent) party committee with the member transferring out is responsible for preparing transfer documents. For members of party committees directly under the provincial party committee (and equivalent), the provincial party committee's organization department (and equivalent) will handle the transfer procedures.
c) Within 30 working days from the date of the transfer introduction, the party member must present the transfer document to the party cell in the new location to participate in party activities. If this deadline is exceeded, the party member or the party organization violating must report specific reasons for the delay to the competent party committee for review and resolution according to regulations.
d) When officially transferring a party member's activities, the party committee where the member is based must complete all procedures, seal the documents, and hand them over to the party member to present to the party organization for transfer and acceptance procedures as guided by the Central Organization Committee.
dd) If a party member is under investigation, inspection, or complaint, they are not eligible for an official transfer of party activities.

Thus, a Communist Party member officially transfers party activities in the following cases:
- A Communist Party member is authorized to transfer to a new unit, retire, be disabled, resign, be demobilized, or change long-term residence.
- A Communist Party member officially transfers party activities beyond the district or provincial level (and equivalent).

What are cases of exemption from Vietnam Communist Party activities?
Based on Article 7 of the 2011 Charter of the Communist Party of Vietnam, in case of elderly party members with weak health, who voluntarily request to reduce or be exempted from duties and party activities, the party cell will review and decide.
Additionally, according to Guidance 27-HD/BTCTW of 2009 on exemption from duties and party activities for party members, the following cases are eligible for exemption:
- Elderly party members who no longer meet the labor age as regulated.
- Party members with weak health, determined by the party cell based on their actual health status (suffering from diseases requiring long-term treatment (three months or more); or based on medical records from medical facilities).
- Party members visiting relatives within or outside the country for three months or more.
- Party members with mobile jobs or unstable employment, far from the location of the party cell, and unable to participate in party cell activities as required.
- Party members who are officials retiring early and waiting for retirement age as per State policies and wish to be exempted from duties and party activities.
