In the absence of disciplinary action, does a party member need to submit a self-criticism report at the end of the year?
According to Section II of Guidance 21-HD/BTCTW of 2019, the regulation regarding review subjects for individuals includes:
- Communist Party members throughout the Communist Party (excluding party members exempt from duties and party activities, party members suspended from party activities). As for committee members suspended from committee activities, they are still required to conduct a review.
- Leaders and managers at all levels.
In addition, under Guidance 21, the objectives and requirements when conducting annual reviews, evaluations, and classifications are as follows:
- The self-criticism, criticism, evaluation, and annual classification of quality aim for party committees, party organizations, leadership collectives of agencies, units, and each individual to self-reflect and correct themselves, thereby proposing policies and solutions to promote advantages, overcome limitations and shortcomings in leadership, management, operation, and task execution; serve as a basis for implementing personnel work; contribute to enhancing the leadership capacity and fighting strength of the party organization and party members.
- In reviews, it is necessary to overcome the conditions of reluctance, avoidance, and fear of conflict, seeing right without defending, seeing wrong without arguing; identify and clearly determine manifestations of political, ideological, moral, lifestyle degradation, “self-evolution,” “self-transformation” to correct and overcome; use collective review results as the basis for individual review, use individual review results to supplement and complete collective review. Implement continuous, multi-dimensional evaluations according to specific criteria and products, with comparisons between equivalent positions and public results; link individual quality evaluations and classifications with the collective and with the results of task performance of localities, agencies, and units.
- Party committees, party organizations, leaders of organizations, agencies, units, especially the heads and each cadre, member must seriously implement the annual review, evaluation, and quality classification. The superior party committee strengthens leadership, direction, guidance, urging, inspection, and supervision to ensure objectivity, comprehensiveness, and authenticity.
Thus, based on the above regulations, party members throughout the Communist Party must conduct reviews (except for certain cases mentioned above), even in years without disciplinary action. This review aims to help party members reflect on what they have accomplished in the past year and overcome limitations.
