- The Department of Industry and Trade will take over the local market management department from the Ministry of Industry and Trade and reorganize it into a Market Management Sub-department under the Department of Industry and Trade; consolidating its internal organizational machinery accordingly.

- The Ethnic Affairs Committee will assume the existing functions, duties, organizational machinery, and staffing of the Religious Affairs Committee under the Department of Home Affairs; and the poverty reduction functions from the Department of Labor - War Invalids and Social Affairs to establish the Ethnic - Religious Affairs Committee; consolidating its internal organizational machinery accordingly.

- The Office of the City People's Committee will take over functions, duties, organizational machinery, and staffing of the Department of Foreign Affairs and foreign investment promotion duties from the Hanoi Promotion Center for Investment, Trade, and Tourism; consolidating its internal organizational machinery accordingly.

dd) Deciding the official staffing in the Provincial People's Council, People's Committee agencies, public service providers of People's Committees at all levels within the province based on the staffing criteria allocated by the Government of Vietnam; determining the number and level of allowances for non-specialized workers at the commune level, in villages, residential groups and approving the total number of workers in public service providers under the province's management scope according to the Government of Vietnam's regulations;

e) Deciding on the establishment, dissolution, merger, division of villages, residential groups; naming, renaming villages, residential groups, streets, squares, public works in the locality according to legal regulations.
