Implementation of the Principles of Self-Criticism and Criticism within the Party: Regulations and Guidelines

Based on Section 9.2 of Regulation 24-QD/TW of 2021, the Regulation on the Implementation of the Charter of the Communist Party, according to Article 9: Some Provisions on the Implementation of the Principle of Democratic Centralism:

9.2. (Clause 3): On the Implementation of the Principle of Self-Criticism and Criticism.

9.2.1. Annually, the Politburo, the Secretariat, the standing committee of the party committee from the superior level and equivalent upwards, the grassroots party committee, the party delegation, the party committee, the leaders of departments, sectors, unions, party committee members of all levels, and party members must conduct self-criticism and collective criticism, reviewing the responsibilities and exemplary conduct of officials and party members; plan and take measures to promote strengths and overcome limitations and shortcomings.

9.2.2. At the end of the congress term, the Central Committee, the Politburo, the Secretariat, the party committees, the standing committee of the party committee, the inspection committee, the party delegation, the party committee, the party committee members at all levels, the members of the party delegation, the party committee, and the leaders of advisory and assisting bodies of the Central Committee and party committees at all levels must conduct self-criticism and criticism associated with reviewing and evaluating the results of the congress resolution's implementation.

The review process follows the regulations of the Politburo and ensures the following requirements:

- The review report of the party committee must seek contributions from the immediate lower-level party committee, the party delegation, the party committee, and the leaders of the respective departments, sectors, and unions, with the explicit opinions of the immediate superior party committee.

- The review report of the party delegation, the party committee, the inspection committee, and the leaders of departments, sectors, and unions must seek contributions from specialized agencies, the agency’s party committee, and the equivalent level party committee.

- The superior party committee shall suggest to individuals and collectives of the agency’s party committee, and the lower-level party organization the issues that need to be clarified during self-criticism and criticism:

+ For individual party committee members, standing committee members of the party committee, party delegation members, party committee members, inspection committee members, the review shall focus on political responsibility, the level of effort to complete assigned tasks, and other related personal responsibilities; maintaining personal qualities (political ideology, ethics, lifestyle, adherence to the principle of democratic centralism, anti-corruption, waste, negativity, bureaucratism) and implementing the regulations of the Communist Party on the exemplary responsibilities of officials and party members.

+ For collective party committees, the standing committee of the party committee, the inspection committee of the party committee, the party delegation, the party committee, the review shall focus on compliance with resolutions, directives, regulations, guidelines, conclusions of the Communist Party and the superior party committee level; the formulation and results of implementing resolutions, directives, regulations, guidelines, conclusions of their level; building and implementing working regulations; building a united, clean, and strong internal environment; financial and budget management, land management, and related fields; leadership, direction, and implementation of inspection, supervision, party discipline, and resolution of complaints and denunciations.

+ The standing committee of the superior party committee is responsible for aggregating, analyzing, and selecting issues to bring down to the subordinate party organizations and committees to suggest collective and individual self-criticism and criticism.

- Organize the collection of contributions from the Fatherland Front, the executive committee of socio-political organizations, the People's Council of the same level, to promote the role of supervision, and provide constructive feedback to the Communist Party from the people.
