What are regulations on implementation of the plan of digital transformation of the Customs sector to 2025, orientation to 2030 of Vietnam Customs School?

Pursuant to Section VII.8, Part II, the plan to transform the number of Customs branches by 2025, with orientation to 2030, issued together with Decision 707/QD-TCHQ in 2022 stipulating as follows:

- Preside over, build and develop Online Training Management System (LMS) and Learning Content Management System (LCMS) to promote customs professional training for officials, civil servants, public employees in the sector, business community and stakeholders.

- Coordinate with Customs Information Technology and Statistics Department and related units to train and develop human resources to meet the requirements of digital transformation of the Customs sector.

What are regulations on implementation of the plan of digital transformation of the Customs sector to 2025, with orientation to 2030 of the Customs Departments of the provinces and cities in Vietnam?

Pursuant to Section VII.10, Part II, the plan to transform the number of Customs branches by 2025, with orientation to 2030, issued together with Decision 707/QD-TCHQ in 2022 stipulating as follows:

10. Customs Departments of provinces and cities

- Based on this Plan, according to their assigned functions and tasks, the Customs Departments of provinces and cities develop their own digital transformation plans to 2025, with orientation to 2030, concretizing them into tasks with clear implementation time, output results and completion schedule of assigned tasks before May, 2022.

- Contribute ideas and coordinate with professional units under the General Department in the process of developing customs professional procedures, procedures on the national and ASEAN single window and intra-industry management process, building electronic forms and documents, determining information criteria.

- Allocate resources and coordinate with the Customs Statistics and Information Technology Department and professional units under the General Department of Customs in the process of deploying the IT system, technical and technological solutions according to the requirements of digitization and digital transformation of the Customs branch in the area under management.

- Disseminate information, organize training and training for Customs officers and employees of the Department and import-export enterprises in the area on guidelines, tasks, contents to be prepared, the connection and deployment of new IT systems according to the Digital Transformation Plan of the Customs sector.

- Support businesses and people in the area in the process of implementing the contents of digital transformation of the Customs sector, promptly removing arising difficulties and problems.

- Inform and coordinate with the Departments, departments and branches in the area to take advantage of support and coordination in the process of implementing the digital transformation of the Customs branch.

- Summarize and evaluate the process of implementing digital transformation of the Customs sector in the area, based on local practice, propose the General Department of initiatives and breakthrough solutions to promote the digital transformation of the Customs sector.

- Periodically, before December 10 of each year, report the results of the performance of tasks assigned in this Decision to the Customs Statistics and Information Technology Department for summarizing and reporting to the General Director and to the Ministry of Finance.

Pursuant to Section VII.11, Part II, the plan to transform the number of Customs branches by 2025, with orientation to 2030, issued together with Decision 707/QD-TCHQ in 2022 stipulating as follows:

 11. About deploying IT services to implement Digital Customs

Deploy IT services to perform Digital Customs is a very complex and complex job in terms of scope, scale, professional fields, participants and unprecedented. In order to successfully deploy IT services to perform Digital Customs, the General Department of Customs has established a Steering Committee to hire IT services to perform Digital Customs according to the Decision No. 298/QD-TCHQ dated February 8, 2021 of the General Director of Customs and implementation teams such as: Advisory Group to assist the Steering Committee for hiring IT services, IT service team to hire IT experts, and to hire IT experts to perform digital Customs assessment, Estimation team hires IT services to perform Digital Customs, Independent Monitoring Team hires IT services to perform Digital Customs, etc.

Accordingly, the Steering Committee for hiring IT services to perform Digital Customs, units under and under the General Department of Customs, and Teams and Groups deploying assigned tasks related to hiring IT services to perform Digital Customs in a drastic manner, coordinated smoothly, synchronously and completed according to the set schedule and plan.
