If I temporarily reside for 1 year or more at place of temporary residence registration, can I work as a Street Civil Guard member in Vietnam?

Article 8 of Decree 38/2006/ND-CP stipulates the conditions and criteria of the Street Civil Guard members, accordingly:

1. Being Vietnamese citizens aged full 18 years or older, permanently residing in localities.

Having clear backgrounds; they and their families are exemplary in observing the undertakings and policies of the Party, laws of the State.

2. Having good health, conditions and zeal and voluntarily participating in social activities; being knowledgeable about laws and being professionally trained in security and order protection.

3. Having no previous convictions or criminal records; being other than persons serving suspended sentence, criminal probation or serving other administratively handling measures.

4. Having good relations with people, being trusted by people, recommended and elected by people in their respective population groups.

According to Section V of Joint Circular 02/2007/TTLT-BCA-BLDTBXH-BTC stipulates as follows:

Conditions and standards for participating in the Civil Guard force are implemented according to the provisions of Article 8, Decree No. 38/2006/ND-CP. The following points should be noted:

1. Stable residence in the area is a person who has registered permanent residence, or temporary residence for a period of 1 year or more and regularly lives in the place of registration.

2. Have no criminal record, including those who have had a decision to have their sentence expunged or have their sentence automatically erased; those whose term of execution of decisions on handling administrative violations has expired.

3. For the position of Head of the Civil Protection Committee, in addition to the general standards prescribed for the Civil Guard, there is an additional standard of having the ability to organize and carry out mass movement work to protect national security at the grassroots level.

4. Priority is given to selecting Civil Guard among those who have joined the military, police or returned to local work. Do not bring into the Civil Guard force people who do not have enough capacity to act.

Thus, if you register for temporary residence for a period of 1 year and regularly live in neighborhood 5, you will ensure the residence conditions of the Street Civil Guard member, however, you need to meet the additional conditions mentioned above. can be considered the Street Civil Guard.

What is working styles of the Street Civil Guard in Vietnam? 

Pursuant to Article 9 of Decree 38/2006/ND-CP regulating the working styles of the Street Civil Guard, as follows:

1. Heads of the Street Civil Guard Boards shall have the responsibility to manage the organization and administration of the Boards' activities, regularly report on results of activities of the Boards to the ward People's Committees and police offices.

a/ Deputy-heads of the Street Civil Guard Boards shall assist their heads and perform their assigned tasks, replace their heads in directing and administering the Boards' activities when so authorized by their heads.

b/ Members of the Street Civil Guard Boards shall submit to the direct leadership and management of the Boards' heads and deputy-heads and have the responsibility to materialize the undertakings, measures and working plans of the Street Civil Guard in population groups in their respective charge and perform other tasks on security and order, which are assigned by heads, deputy-heads of the Street Civil Guard Boards.

2. The Street Civil Guard Boards shall hold their regular meetings once a month (excluding extraordinary meetings) to review their activities and discuss the working programs in the subsequent month.

3. While performing their tasks, the Street Civil Guard members must wear their title bands and nameplates according to regulations.

According to this regulation in Vietnam, when you join the Street Civil Guard, you need to have the working habits of those participating in the Street Civil Guard according to the above regulations.
