If I have my ears pierced, will I pass the People's Public Security medical examination in Vietnam? Do I have to pay for a medical examination for People's Public Security service in Vietnam? Can I get a health check for People's Public Security service if I drink alcohol in Vietnam?
Hello, I am male. I recently received a medical examination for People's Public Security service, but I have my ears pierced to wear jewelry. I don't know if I will be able to pass the examination? If I go for a medical examination for People's Public Security service, do I have to pay? Please ask for answers.

Pursuant Article 10 of Circular 45/2019/TT-BCA regulates medical examination for People's Public Security service as follows:
1. Composition, working principles, duties of the Council, duties of members of the Council, health examination time and organization of health clinics, obligations to participate in the People's Public Security shall comply with stipulated in Article 6 of Joint Circular No. 16/2016/TTLT-BYT-BQP. District-level police appoint 01 police medical officer to participate in the district-level military service medical examination council.
2. Content of health examination
a) Physical examination; Clinical examination of specialties according to the criteria specified in Appendix 1 issued with this Circular; During the examination process, in case a citizen being examined has one of the medical specialties ranked 3 or higher, the person examining that specialist is responsible for reporting to the Chairman of the Health Examination Council for consideration and decision on continuing the other specialties;
b) Paraclinical examination:
Blood tests: Blood formula; blood type, blood sugar, HIV, HBsAg, HCV;
Urine test: Glucose, proteinuria, drugs and precursors
Straight chest X-ray.
In case other clinical tests are needed to serve health conclusions at the request of the Health Examination Council.
c) Health classification according to the provisions in Article 4 of this Circular.
d) Other standards are specified in Article 6 of this Circular.
According to Article 6 of Circular 45/2019/TT-BCA stipulates special indexes as follows:
Citizens who fulfill their obligation to join the People's Police must ensure the following special indicators:
1. Do not be addicted to drugs or drug precursors.
2. Normal hair color and form.
3. No skin pigmentation disorders.
4. There are no marks (tattoo) on the skin, including tattooing on the skin.
5. Do not pierce holes in the ears (for men), in the nose and in other places on the body to wear jewelry.
6. Not suffering from chronic diseases or social diseases.
7. There are no keloid contractions on the head, face, neck, forearms, hands, and feet.
Thus, if you are a man and have your ears pierced to wear jewelry, you will not be guaranteed a special index in the People's Public Security Service medical examination in Vietnam. This issue depends on the conclusion of the Health Examination Council. You should go for a mandatory health examination according to the appointment letter to know the exact results.
Do I have to pay for a medical examination for People's Public Security service in Vietnam?
According to Article 8 of Circular 45/2019/TT-BCA stipulating funding for performing medical examinations for People's Public Security service as follows:
1. Funding to ensure health examination, health pre-qualification, health check, health assessment, and tests for citizens performing their duty to join the People's Police is used from the budget. Localities ensure national defense and security according to the provisions of Article 3 of Joint Circular No. 16/2016/TTLT-BYT-BQP.
2. Funding for health check-ups is allocated in the annual budget estimates of the Police units and localities.
3. Norms of consumable materials and funding for health check-up activities to fulfill the obligation to join the People's Police according to the provisions in Appendix 2 issued with this Circular.
According to this Article, when you go for a medical examination for People's Public Security service, you do not have to pay, the cost for the medical examination will be paid from the local budget in Vietnam.
Can I get a health check for People's Public Security service if I drink alcohol in Vietnam?
At Article 13 of Circular 45/2019/TT-BCA stipulates requirements for citizens when testing and prequalifying their health as follows:
1. Must present
a) Health examination order from the District Police Chief;
b) Valid ID card or citizen identification card.
2. Do not drink alcohol, beer or use stimulants.
3. Comply with the rules of the health examination and health check area.
Thus, people going for a medical examination for People's Police service are not allowed to drink alcohol, beer or use stimulants in Vietnam.
