If I have a college diploma in information technology in Vietnam, can I work as an information technology public employee? What is salary coefficient of grade IV information technology public employee- Code V.11.06.1 in Vietnam? What is standard of grade IV information technology public employee- Code V.11.06.15 in Vietnam?
I am planning to graduate with a college degree in information technology. I want to apply for a position in the field of information technology. I don't know, what rank can I apply for with a college diploma in information technology? And the salary coefficient for that position when I first started working? Thank you!

Pursuant to Clause 3, Article 9 of Circular 08/2022/TT-BTTTT stipulating class I information technology - Code V.11.06.12 as follows:
3. Standards of training and retraining qualifications
a) Possessing a university degree or higher in information technology training disciplines or disciplines close to training in information technology;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in information technology.
According to Clause 3, Article 10 of Circular 08/2022/TT-BTTTT stipulating class II information technology - Code V.11.06.13 as follows:
3. Standards of training and retraining qualifications
a) Possessing a university degree or higher in information technology training disciplines or disciplines close to training in information technology;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in information technology.
In Clause 3, Article 11 of Circular 08/2022/TT-BTTTT stipulating class III information technology - Code V.11.06.14 as follows:
3. Standards of training and retraining qualifications
a) Possessing a university degree or higher in information technology training disciplines or disciplines close to training in information technology;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in information technology.
According to provisions of Clause 3, Article 12 of Circular 08/2022/TT-BTTTT, providing for class IV information technology- Code V.11.06.15 as follows:
3. Standards of training and retraining qualifications
a) Possessing an intermediate or higher diploma in information technology training disciplines or disciplines close to training in information technology;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in information technology.
According to this Article, information technology titles of class I, class II, class III all require a university degree or higher, only grade IV information technology requires an intermediate diploma or higher in training disciplines in information technology or disciplines close to training in information technology. Thus, with a college degree majoring in information technology, you can take the class IV IT public employee exam- Code V.11.06.15.
What is salary coefficient of grade IV information technology public employee- Code V.11.06.1 in Vietnam?
In Clause 1, Article 15 of Circular 08/2022/TT-BTTTT, the salary arrangement is as follows:
1. The professional titles of public employees specialized in information technology and information security specified in this Circular may apply the professional salary table for officials and employees in the public service units of the company. The State (Table 3) promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and the armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP), specifically as follows:
a) Class I, class I information technology and information security titles are eligible for the salary coefficient of A3 and group 1 (A3.1) public employees with 6 levels, from salary coefficient 6.20 to salary coefficient 8.00;
b) The title of information technology class II, information security class II may apply the salary coefficient of the public employees grade A2, group 1 (A2.1) with 8 levels, from the salary coefficient 4.40 to the salary coefficient 6.78;
c) Class III information technology and information security titles may apply the salary coefficient of grade A1 public employees with 9 levels, from the salary coefficient 2.34 to the salary coefficient 4.98;
d) For titles of grade IV information technology, grade IV information security, the salary coefficient of grade B public employees has 12 levels, from salary coefficient 1.86 to salary coefficient 4.06. In case public employees with a college degree or higher are recruited into a job position requiring a class IV professional title, they shall be classified as level 2; If there is a probationary period, during the probationary period, they will be entitled to 85% of the salary level 2 of the class IV professional title.
According to Table 3 Professional salary table for cadres and civil servants in state non-business units promulgated by the Government together with Decree 204/2004/ND-CP stipulating salary coefficients of public employees Class B is as follows:

Thus, if you have a college degree in information technology and are employed in a job position that requires a class IV professional title, you will be classified at level 2 as 2.06. If there is a probationary period, during the probationary period, they will be entitled to 85% of the level 2 salary of the class IV professional title, which is 85% * 2.06 * base salary.

a) Understanding the guidelines and lines of the Party, laws and development orientations, strategies, policies and regulations of the information technology and information security industry;
b) Being capable of researching, updating and applying new technologies in professional activities;
c) Performing tasks in accordance with the law on information technology, information security and other relevant laws;
d) Being ability to work independently or in groups.
3. Standards of training and retraining qualifications
a) Possessing an intermediate or higher diploma in information technology training disciplines or disciplines close to training in information technology;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in information technology.
According to the above regulations, to be able to take the exam or be considered for admission to the position of information technology officer class IV- Code V.11.06.15, it is necessary to ensure the standards of professional and professional competence and the level of training and retraining as prescribed above in Vietnam.
