How to Proceed When Votes for and Against Are Tied at a Meeting of the Government of Vietnam?

Based on Clause 3, Article 3 of the Working Regulations of the Government of Vietnam issued in conjunction with Decree 138/2016/ND-CP, which stipulates the manner of resolving the tasks of the Government of Vietnam as follows:

Decisions of the Government of Vietnam must be approved by more than half of the total number of Government members voting in favor. When voting in the meeting sessions of the Government of Vietnam, as well as when using ballots to collect the opinions of Government members, if the number of votes for and against is equal, the decision will follow the opinion that the Prime Minister of the Government of Vietnam has voted.

Thus, if the situation arises where the number of votes in favor and against is equal, the decision will follow the opinion that the Prime Minister of the Government of Vietnam has voted.
