At Article 27 of the 2013 Constitution, it is stipulated:
Citizens who are eighteen years of age or older have the right to vote, and those who are twenty-one years of age or older have the right to stand for election to the National Assembly and People's Councils. The exercise of these rights is governed by law.
=> Thus, according to the aforementioned regulation, citizens who are twenty-one years of age or older have the right to stand for election to the commune-level People's Council and other levels.
