How often do public high school teachers receive a salary increase in Vietnam? If a public employee is given a disciplinary warning, how long will regular salary review period be extended in Vietnam? What are conditions and benefits for salary increases ahead of time in Vietnam?

Hello everyone, I am currently a teaching public employee at a public high school with the professional title standard of Grade III teacher. Because I have just been hired, I do not know how long it will take for me to receive a salary increase.

How often do public high school teachers receive a salary increase in Vietnam?

At Point a, Clause 1, Article 2, Circular 08/2013/TT-BNV has regulations on regular salary increase as follows:

1. Conditions for holding a rank or position:

a) Time to hold rank for consideration of regular salary increase:

- For senior expert positions: If the final salary level in the senior expert salary table has not been ranked, then after 5 years (full 60 months) holding the salary level in the senior expert salary table, the salary level will be considered for an increase;

- For ranks and positions that require a college education level or higher: If the final salary rank in the rank or title has not been ranked, then after 3 years (full 36 months) keep the salary level in the rank or in a position considered for a salary increase;

- For ranks and positions that require intermediate or lower training levels and executive and service staff: If the final salary level in the rank or title has not yet been ranked, then after 2 years (enough 24 months) holding a salary level in the same rank or position that is considered for a salary increase.

In Clause 3, Article 3, Circular 04/2021/TT-BGDDT has regulations on standards for training and fostering high school teachers grade III - Code V.07.05.15 as follows:

a) Have a bachelor's degree or higher in teacher training for high school teachers.

In case the subject does not have enough teachers with a bachelor's degree in the teacher training field, they must have a bachelor's degree in an appropriate major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training;

b) Have a certificate of training according to the professional title standards of high school teacher level III (for high school teachers newly recruited as high school teachers level III, they must have a certificate in period of 36 months from the date of recruitment).

Based on current regulations in Vietnam, when you are recruited as a Grade III high school teacher, you must have a bachelor's degree or higher. For positions that require a college education level or higher, if the final salary level in the title has not yet been ranked, after 3 years (full 36 months) of holding the salary level in the rank or position, the salary level will be considered for a one-time increase.

If a public employee is given a disciplinary warning, how long will regular salary review period be extended in Vietnam?

In Clause 5, Article 1, Circular 03/2021/TT-BNV has regulations on the extended time for considering regular salary increases as follows:
During the period of maintaining the current salary level, if officers, civil servants, public employees and employees have been notified or decided in writing by the competent authority not to complete their assigned annual tasks or be disciplined. By law, one of the forms of reprimand, warning, demotion, and dismissal will have the time to calculate regular salary increases extended compared to the time specified in Point a, Clause 1 of this Article as follows:
 
a) Extended

12 months in the following cases:

- Officials are disciplined and dismissed;

- Disciplined civil servants demoted or dismissed;

- Public employees and employees are disciplined and dismissed.

b) Extended for 06 months in the following cases:

- Officials, civil servants and employees are disciplined, reprimanded or warned;

- The public employee receives a disciplinary warning;

- Officials, civil servants, public employees and workers whose quality is assessed and graded by competent authorities at the level of failure to complete their assigned tasks annually; In case during the period of holding the rank there are 02 non-consecutive years of not completing the assigned tasks, then each year of not completing the assigned tasks will be extended by 06 months.
According to this Article, public employees who receive disciplinary warnings will have their regular salary review period extended by 6 months in Vietnam.

What are conditions and benefits for salary increases ahead of time in Vietnam?

At Point a, Clause 1, Article 3 of Circular 08/2013/TT-BNV, there are regulations on conditions and benefits for early salary increases as follows:

1. Premature salary increase policy due to excellent achievements in performing tasks:

a) Conditions and benefits:

Subjects specified in Clause 1, Article 1 of this Circular meet all 02 standards specified in Clause 2, Article 2 of this Circular and have made excellent achievements in performing tasks that have been recognized in writing by competent authorities. If they have not yet ranked the last salary level in the rank or title and as of December 31 of the year of consideration for salary increase before the deadline of 12 months or less to receive a regular salary increase, they will be considered for a one-time increase. The salary level is up to 12 months ahead of the time specified in Point a, Clause 1, Article 2 of this Circular.

Thus, the conditions and benefits for early salary increase will be implemented according to the above regulations in Vietnam.
