How Much Leadership Allowance Does the Chairman of the Commune People's Committee Receive?
How much leader allowance is the Chairman of the Commune People's Committee entitled to?
Based on Article 7 of Decree 92/2009/ND-CP, the leader allowances for commune-level officials are stipulated as follows:
Commune-level officials as defined at point b, clause 1, Article 5 of this Decree are entitled to leader allowances compared to the general minimum wage rate as follows:
a) Secretary of the Party Committee: 0.30;
b) Deputy Secretary of the Party Committee, Chairman of the People’s Council, Chairman of the People's Committee: 0.25;
c) Chairman of the Vietnam Fatherland Front Committee, Deputy Chairman of the People’s Council, Deputy Chairman of the People's Committee: 0.20;
d) Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Women's Union, Chairman of the Farmers' Union, Chairman of the Veterans' Union: 0.15.
Thus, according to the above regulations, the Chairman of the People's Committee at the commune level will receive a leader allowance of 0.25 statutory pay rate.
How much allowance does the Chairman of the People's Committee receive if concurrently holding another position?
According to Article 10 of this Decree, amended by Clause 3, Article 2 of Decree 34/2019/ND-CP, the allowance for concurrently held positions for commune-level officials is stipulated as follows:
Commune-level officials who concurrently hold positions, thereby reducing the number of people within the maximum limit specified in clause 1, Article 4 of this Decree. From the date of being authorized to concurrently hold positions, they are entitled to an allowance including: 50% of the salary (grade 1), plus the leader allowance (if any) for the concurrent position. In cases of holding multiple concurrent positions (including cases such as the Secretary of the Party Committee concurrently being the Chairman of the People's Committee or the Chairman of the People's Council), only one concurrent position allowance is granted.
Commune-level officials are allowed to concurrently hold the position of non-specialized local activists.
The allowance for concurrently held positions is not used to calculate or enjoy social insurance and health insurance benefits.
