Pursuant to Article 6 of Decree 76/2019/ND-CP regulating first-time allowance when working in areas with extremely difficult socio-economic conditions

Subjects specified in Article 2 of this Decree who receive their first job at an agency, organization or unit in an area with extremely difficult socio-economic conditions are entitled to the following benefits:

1. The first allowance is equal to 10 months of base salary at the time of accepting work in an area with extremely difficult socio-economic conditions.

2. In case a family comes to work in an area with extremely difficult socio-economic conditions, in addition to the first allowance, they will also receive:

a) Train fares and luggage charges for family members traveling together are calculated according to the actual ticket price, fare of the public transport vehicle or payment according to a fixed rate based on the actual number of kilometers traveled multiplied by unit price of regular public transport (train, boat, passenger car);

b) Allowance of 12 months' base salary for households.

3. The allowances specified in Clauses 1 and 2 of this Article are immediately paid by agencies, organizations and units in areas with extremely difficult socio-economic conditions where they receive and arrange work when the beneficiary receives work and only performs it once during the total actual working time in an area with extremely difficult socio-economic conditions.

Thus, if you come to work in an area with extremely difficult socio-economic conditions, you will receive a first-time allowance equal to 10 months of base salary at the time of working in areas with extremely difficult socio-economic conditions.

What is basis for calculating allowances in Vietnam for purchasing and transporting fresh and clean water for a person?

According to Clause 1, Article 7, Decree 76/2019/ND-CP on allowances for purchasing and transporting fresh and clean water, specifically as follows:

1. Subjects specified in Article 2 of this Decree working in areas with extremely difficult socio-economic conditions lacking seasonal fresh and clean water will be subsidized to buy and transport fresh and clean water to serve their needs. Daily living needs after deducting the cost of fresh water calculated in the salary, are as follows:

a) The basis for calculating allowances for purchasing and transporting fresh and clean water for one person includes:

Standard norm: 6 cubic meters/person/month (a);

Actual number of months lacking fresh and clean water in a year (b);

The cost of purchasing and transporting 01 cubic meter of fresh and clean water to the beneficiary's residence and workplace is prescribed by the Provincial People's Committee (c);

The price of fresh and clean water to calculate the cost of fresh and clean water in the salary is the business price of 01 cubic meter of clean water prescribed by the local competent authority (d).

b) Calculation method:

The benefit level for 1 month is: ax (c - d).

The allowance level to be enjoyed in 01 year is: ax (c - d) x b.
