How many years of experience are needed to be considered for promotion to the professional title of cultural propagandist in Vietnam?

Pursuant to Article 5 of Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023) stipulates the conditions for promotion to the professional title of cultural propagandist as follows:

Cultural propagandist - Code: V.10.10.35

1. Mission:

a) Develop an annual plan on assigned propaganda work and organize its implementation after approval;

b) Directly compile, design and present various types of news and propaganda materials; Carry out propaganda through news, direct speech, narration, and presentations according to the approved editorial outline;

c) Participate in organizing and staging programs, musical performances, and mobile propaganda; directly perform musical performances to serve political tasks;

d) Participate in designing and staging on-site and mobile visual exhibitions and promotions; Directly build general outlines, detailed outlines, edit, annotate images by topic, write articles, and explain the content of on-site and mobile exhibitions.

2. Standards for training and fostering qualifications:

a) Have a university diploma or higher suitable for the cultural propagandist major;

b) Have a certificate of training standards for the professional title of cultural propagandist.

3. Standards for professional capacity and expertise:

a) Firmly grasp the Party's policies and guidelines, and the State's policies and laws on propaganda activities;

b) Understand organizational methods and forms of propaganda activities;

c) Have knowledge of history, culture and society in the assigned management area;

d) Have knowledge in the field of culture and art; have one of the following skills: Explanation, presentation, musical instrument performance, art performance, painting, design, visual promotion construction or other professional skills suitable to the form of propaganda;

d) Proficient in using technical means and equipment to serve task requirements;

e) Have basic information technology skills, be able to use foreign languages ​​or use ethnic minority languages ​​for public employees working in ethnic minority areas according to job position requirements.

4. Requirements for public employees taking the exam or being considered for promotion to the professional title of cultural propagandist:

Have worked for a period of 3 years or more as a professional cultural propagandist or equivalent (not including probationary period). In case of equivalent time, there must be at least 01 year (full 12 months) holding the position of intermediate cultural propagandist by the deadline for submitting application documents for examination or promotion consideration.

Thus, for public employees to be considered for promotion to the professional title of cultural propagandist in Vietnam, they need to have worked for the professional title of intermediate level cultural propagandist or equivalent for 3 years or more (excluding internship, probationary period).

In case of equivalent time, there must be at least 01 year (full 12 months) holding the position of intermediate cultural propagandist by the deadline to submit the application for promotion consideration in Vietnam.

What is salary coefficient of a public employee with the professional title of cultural propagandist in Vietnam?

According to Clause 1, Article 8, Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023) stipulates the salary coefficient of the main cultural propagandist professional title as follows:

Way to arrange salary

1. The professional titles of public employees specializing in cultural propagandists specified in this Circular are applied in Table 3 (Professional salary schedule for public employees and employees in public service units of the State) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and the armed forces (hereinafter abbreviated is Decree No. 204/2004/ND-CP), specifically as follows:

a) The professional title of main cultural propagandist is subject to the salary scale of public employees of type A2, group 2 (A2.2), from salary coefficient 4.00 to salary coefficient 6.38;

b) The professional title of cultural propagandist is applied to the salary scale of type A1 public employees, from salary coefficient 2.34 to salary coefficient 4.98;

c) The professional title of intermediate cultural propagandist is subject to the salary scale of a type B public employee, from salary coefficient 1.86 to salary coefficient 4.06.

In Article 3, Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023) stipulates standards for professional ethics of public employees with professional titles of cultural propagandists as follows:
