Pursuant to Article 9 of Decree 115/2020/ND-CP stipulating the above content as follows:

Exam form, content and time

The civil servant recruitment exam is conducted in 2 rounds as follows:

1. Round 1: General knowledge test

a) Exam format: Multiple choice exam on computer.

In case the exam is held on a computer, the multiple-choice exam content does not include an information technology section.

In case the agency or unit with recruitment authority does not have the conditions to organize the exam on a computer, the multiple-choice exam will be on paper.

b) The exam content includes 3 parts, exam time is as follows:

Part I: General knowledge, 60 questions about understanding the law on public employees, the Party's policies and guidelines, policies and laws on recruitment industries and fields. Exam time 60 minutes;

Part II: Foreign languages, 30 questions as required by the job position in one of five languages: English, Russian, French, German, Chinese or another foreign language chosen by the head of the agency or unit with recruitment authority use decision. Exam time 30 minutes;

Part III: Informatics, 30 questions according to job position requirements. Exam time is 30 minutes.

c) Exemption from the foreign language test in the following cases:

Have a diploma in foreign language at the same training level or at a higher training level than the professional training level required by the job position;

Have a diploma at the same training level or at a higher training level than the professional training level required by the job position applying for studying abroad or studying in a foreign language in Vietnam, recognized by competent authorities;

Have a certificate in an ethnic minority language or be an ethnic minority applying to be a civil servant working in an ethnic minority area.

d) Exemption from the informatics exam for cases with intermediate or higher diplomas in majors related to informatics and information technology.

d) The results of round 1 are determined by the number of correct answers for each test section specified in Point b of this Clause. If 50% or more of the questions are answered correctly for each test section, the candidate can continue round 2.

2. Round 2: Specialized professional exam

a) Exam form: Based on the nature, characteristics and requirements of the job position to be filled, the head of the agency or unit with recruitment authority decides on one of three exam forms: Interview; practice; written exam.

b) Exam content: Test candidates' knowledge and professional skills according to the requirements of the job position to be filled.

The content of the specialized professional exam must be based on the tasks and standards of professional capacity and professionalism of the civil servant's professional title and must be consistent with the requirements of the job position being recruited. In the same recruitment exam, if there are job positions that require different expertise and skills, the agency or unit with authority to recruit public employees must organize and develop exam questions for other specialized professional subjects. corresponding to the requirements of the job position being recruited.

c) Exam time: 30 minutes interview (before the interview, candidates have no more than 15 minutes to prepare); The written exam lasts 180 minutes (not including time for copying questions); The duration of the practical exam is decided by the head of the agency or unit with recruitment authority based on the nature and characteristics of the professional activities of the job position to be filled.

d) Scoring scale (interview, practice, written exam): 100 points.

d) In case the agency with authority to manage public employees has higher requirements regarding the content, form, and time of the exam in round 2, then reach an agreement with the Ministry of Home Affairs before implementation.

Therefore, the civil servant recruitment exam is conducted in 2 rounds according to the regulations mentioned above in Vietnam.

How many points do I have to score in round 2 of the public employee recruitment exam to be accepted in Vietnam?

Pursuant to Clause 1a, Article 10 of Decree 115/2020/ND-CP stipulates the above content as follows:

1. A person who passes the civil servant recruitment exam must meet the following conditions:

a) Have an exam score in round 2 of 50 points or more.

b) Have a higher number of points in round 2 plus priority points specified in Article 6 of this Decree (if any) taken in order of points from high to low in the recruitment criteria for each job position.

2. In case there are 02 or more people whose total points calculated as prescribed in Point b, Clause 1 of this Article are equal in the final target of the job position to be recruited, the person with the higher score in round 2 will be considered a successful candidate; If it still cannot be determined, the head of the agency or unit with authority to recruit public employees will decide on the successful candidate.

3. People who do not pass the civil servant recruitment exam cannot reserve their exam results for future recruitment exams.

Therefore, those who pass the civil servant recruitment exam must have test scores in round 2 of 50 points or more in Vietnam.
