Based on Subsection 1, Section 1 of the propaganda on commemorating the 80th Anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and the 35th anniversary of the All-people’s National Defense Day (December 22, 1989 - December 22, 2024) issued along with Guidance 160-HD/BTGTW in 2024 guiding the Vietnam People's Army - 80 years of building, fighting, winning, and growing:
I. VIETNAM PEOPLE'S ARMY - 80 YEARS OF BUILDING, FIGHTING, WINNING, AND GROWING
- The Vietnam Propaganda Liberation Army - the precursor of the Vietnam People's Army was born, winning the first two battles, together with the people launching the General Uprising to seize power (1944 - 1945).

On December 22, 1944, in the forest area between the two communes Hoang Hoa Tham and Tran Hung Dao in Nguyen Binh District, Cao Bang Province (now Na Sang hamlet, Tam Kim commune, Nguyen Binh District, Cao Bang Province), the Vietnam Propaganda Liberation Army - the precursor of the Vietnam People's Army was established according to the directive of Leader Ho Chi Minh. In the directive, he clearly stated: “The name VIETNAM PROPAGANDA LIBERATION ARMY means politics is more important than the military. It is a propaganda team”[3]; “The Vietnam Propaganda Liberation Army is the pioneering army, hoping for more successor teams. Although initially small in scale, its future is very glorious. It is the starting point of the liberation army, it can traverse from South to North, throughout the country of Vietnam”[4]. Comrade Vo Nguyen Giap was commissioned by the Central Communist Party and Leader Ho Chi Minh to organize, lead, command, and declare the establishment of the Team, consisting of 34 people, organized into 3 squads led by Comrade Hoang Sam as the Team Leader, Comrade Xich Thang as the Commissar, with a Communist Party cell leading. December 22, 1944, was chosen as the founding day of the Vietnam People's Army.

Thus, when established, the Vietnam Propaganda Liberation Army consisted of 34 people. They are divided into 3 squads led by Comrade Hoang Sam as Team Leader, Comrade Xich Thang as Commissar, with a Communist Party cell leading.
What are principles of the activities of the People's Armed Forces in Vietnam?
Based on Article 24 of the National Defense Law 2018 prescribing principles of operation and situations for using the people's armed forces:
Article 24. Principles of operation and situations for using the people's armed forces
- The operations of the people's armed forces must comply with the Constitution, laws, and international treaties to which the Socialist Republic of Vietnam is a party; under the leadership of the Communist Party of Vietnam, the command of the President, and the unified management of the Government of Vietnam.
- Situations for using the people's armed forces are prescribed as follows:
a) In a state of war, a defense emergency situation is implemented according to the President's orders and other related legal regulations;
b) In executing martial law, curfews follow the regulations of this Law and other related legal regulations;
