Based on Section 3.2, Subsection 3, Section 2 of Resolution 27-NQ/TW of 2018, stipulating the guiding viewpoint, objectives, and content of the reform:

- Content of the reform
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total wage fund) and allowances (accounting for about 30% of the total wage fund). Bonuses will be added (the bonus fund is about 10% of the total annual wage fund, excluding allowances).
b) Develop and promulgate a new system of salary scales based on position, title, and leadership positions to replace the current salary scale system; transition from the old salary to the new salary, ensuring that it is not lower than the current salary, including:
- Develop 1 salary scale for positions applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to the communal level under the following principles: (1) The salary level for positions must reflect the hierarchy within the political system; holding any leadership position will entitle the individual to a salary for that position, if one person holds multiple positions, they will receive the highest salary level among those positions; equivalent leadership positions will receive the same salary; the salary level for a higher-level leader must be higher than that of a lower-level leader; (2) Specify a salary level for each type of equivalent position; do not classify ministries, central authorities, committees, etc., when constructing the central salary scale; do not differentiate salary levels for the same leadership position by administrative unit classification at the local level, instead, implement through policy allowances. The classification of equivalent leadership positions within the political system for designing the salary scale will be decided by the Politburo after reporting to the Central Committee.
- Develop 1 professional and operational salary scale based on the rank of officials and job titles of public employees, applicable to officials and public employees not holding leadership positions; each rank and job title of public employees will have multiple salary levels under the principle: the same level of job complexity will receive the same salary; better than normal working conditions and professional preferences will be implemented through professional allowance policies; reorganize the groupings of ranks and the number of salary levels within each rank and job title of public employees, encourage officials and public employees to improve professional qualifications. Appointment to the rank or job title of public employees must be associated with job positions and the rank structure and job titles must be managed by the agencies, organizations, and units managing officials and public employees.
After the salary reform from July 01, 2024, the new salary scale system based on job positions, titles, and leadership positions replacing the current salary scale system for public employees will include 02 salary scales as follows:
- 01 salary scale for positions applied to public employees holding leadership positions in the political system from the central to the communal level;- 01 professional and operational salary scale based on the rank of officials and job titles of public employees for those not holding leadership positions.

d) Rearrange current allowance policies to ensure the total allowance fund accounts for a maximum of 30% of the total salary fund
- Continue to apply concurrent position allowance; seniority allowance exceeding the framework; regional allowance; job responsibility allowance; mobility allowance; allowances for supporting security, national defense, and specific allowances for armed forces (army, police, cipher).
- Combine professional preference allowance, job responsibility allowance, and hazardous, dangerous allowance (collectively known as professional allowance) applied to officials and public employees in professions and jobs with working conditions that exceed normal and have appropriate state preference policies (education and training, health care, courts, prosecutors, civil judgment enforcement, inspection, auditing, customs, rangers, market management, etc.). Combine special allowances, attraction allowances, and long-term special allowances for working in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.
- Abolish the professional seniority allowance (except for the army, police, cipher to ensure salary parity with officials); leadership positions allowance (as leadership titles within the political system have been incorporated into position salaries); allowances for party, political, and social organizations work; public service allowances (as they have been included in the basic salary); hazardous, dangerous allowances (as working conditions with hazardous, dangerous elements have been included in professional allowances).
After the salary reform, there will be 09 types of allowances according to the new salary policies, including:
(1) Concurrent position allowance;
(2) Seniority allowance exceeding the framework;
(3) Regional allowance;
(4) Job responsibility allowance;
(5) Mobility allowance;
(6) Allowances for supporting security, national defense;
(7) Special allowances for armed forces (army, police, cipher);
(8) Professional allowance: professional preference allowance, job responsibility allowance, and hazardous, dangerous allowance;
(9) Allowances for working in particularly difficult areas: special allowances, attraction allowances, and long-term special allowances for working in areas with particularly difficult socio-economic conditions.
