When is the annual session of the National Assembly in Vietnam held?

According to Article 1 of the Rules of Procedure of the National Assembly issued together with Resolution 71/2022/QH15, which regulates the sessions of the National Assembly:

National Assembly Sessions

1. The National Assembly sessions are the main form of activity of the National Assembly. During the sessions, the National Assembly discusses and decides on matters within its tasks and powers as prescribed by law.

The National Assembly sessions can be organized continuously or in two or more phases.

2. The National Assembly holds regular sessions twice a year.

In case the President, the Standing Committee of the National Assembly, the Prime Minister, or at least one-third of the total number of National Assembly deputies requests, the National Assembly holds extraordinary sessions to discuss and decide on matters within its tasks and powers, except for the content regularly submitted to the National Assembly as prescribed by law.

3. The Standing Committee of the National Assembly provides guidance on the organization of extraordinary sessions.

According to Article 11 of the Rules of Procedure of the National Assembly issued together with Resolution 71/2022/QH15, the provisions regarding the opening and closing of National Assembly sessions are as follows:

1. The mid-year National Assembly session opens on May 20th; the end-of-year National Assembly session opens on October 20th. In case May 20th and October 20th fall on a Friday or a public holiday as prescribed by law, the opening day of the National Assembly session shall be the next working day. In case of force majeure preventing the organization of the National Assembly session on the aforementioned dates, the opening day of the National Assembly session shall be decided by the Standing Committee of the National Assembly.

The opening day of the first session of each National Assembly term is determined by the outgoing Standing Committee of the National Assembly, no later than 60 days from the date of the National Assembly deputies' election.

The opening day of the final session of the term and extraordinary sessions of the National Assembly are decided by the Standing Committee of the National Assembly.

These decisions are made by the Chairman of the National Assembly upon the proposal of the Secretary-General of the National Assembly.

b) Reference materials, which include publications, specialized reports, research papers, and translations provided to National Assembly deputies to provide additional information on the topics being considered and decided upon during the session. These decisions are made by the Secretary-General of the National Assembly. The Standing Committee of the Council of Ethnic Affairs, the Standing Committee of the National Assembly, and the agencies under the Standing Committee of the National Assembly coordinate with the Secretary-General of the National Assembly in providing reference materials to serve the National Assembly deputies during the session.

National Assembly deputies may request the Secretary-General of the National Assembly to provide other relevant information and documents related to the content of the National Assembly session.
