How many local National Assembly deputies are there?
According to Clause 2, Article 2 of Resolution 1185/NQ-UBTVQH14 in 2021, regulations regarding the number, structure, and composition of National Assembly deputies at the central and local levels are specified as follows:
2. The number of National Assembly deputies at the local level is 293 deputies (58.6%)
The number of National Assembly deputies at the local level is distributed as follows:
a) Guideline structure includes 220 deputies (44%)
The guideline structure serves as a framework for provinces and centrally governed cities to base on when nominating candidates, including:
- Key leaders in provinces and centrally governed cities concurrently serving as Head of the National Assembly delegation (Party Secretary or Deputy Party Secretary, Chairman of the People's Council, Chairman of the People's Committee): 63 deputies (12.6%).
- Full-time National Assembly deputies in the National Assembly delegation: 67 deputies (13.4%) (for Hanoi city, Ho Chi Minh city, Nghe An province, and Thanh Hoa province, each locality has 02 full-time National Assembly deputies).
- Vietnam Fatherland Front: 09 deputies (1.8%).
- Trade union: 06 deputies (1.2%).
- Ho Chi Minh Communist Youth Union: 05 deputies (1.0%).
- Vietnam Women's Union: 07 deputies (1.4%).
- Vietnam Farmers' Union: 05 deputies (1.0%).
- Vietnam Veterans' Association: 03 deputies (0.6%).
- Religious representatives: 06 deputies (1.2%).
- Armed forces (including Provincial Military Command and Provincial Border Guard Command): 14 deputies (2.8%).
- Police: 09 deputies (1.8%).
- People's Court, People's Procuracy, Department of Justice: 13 deputies (2.6%), including: People's Court: 05 deputies; People's Procuracy: 04 deputies; Department of Justice: 04 deputies.
- Organizations in science, technology, education, and training (research institutes, universities, academies, etc.): 06 deputies (1.2%).
- Enterprises, associations, unions in the field of production and business: 07 deputies (1.4%).
b) The flexible structure introduced by localities includes 73 deputies (14.6%).
The flexible structure allows provinces and centrally governed cities to base on when nominating outstanding candidates, including representatives from sectors: science - technology, labor, war invalids - social affairs, education, health, culture - arts, representative Communist Party, government, Vietnam Fatherland Front and its member organizations, etc. Within this structure, reasonable allocation attention needs to be given to women, non-Communist Party, ethnic minorities, youth, and self-nominated individuals.
