How many forms of disciplinary action are there for violating the Vietnam People's Public Security Regulations?

Based on Article 7 of Circular 02/2021/TT-BCA, the forms of disciplinary action for violating the Vietnam People's Public Security Regulations are as follows:

Forms of disciplinary action:

1. For units that violate the regulations:

a) Verbal reprimand;

b) Downgrading of annual emulation titles;

c) Not being awarded annual emulation titles.

2. For officers and soldiers who violate the regulations:

a) Verbal reprimand;

b) Downgrading of annual emulation titles;

c) Not being awarded annual emulation titles;

d) Being rated as not completing assigned tasks;

e) Reprimand;

f) Warning;

g) Demotion in rank, reduction in salary;

h) Dismissal from position, demotion in rank;

i) Revocation of the Vietnam People's Public Security title.

Therefore, currently there are 3 forms of disciplinary action for units that violate the Vietnam People's Public Security Regulations and 9 forms of disciplinary action for officers and soldiers who violate the regulations, as follows:

- For units that violate the regulations: Verbal reprimand, Downgrading of annual emulation titles, and Not being awarded annual emulation titles.

- For officers and soldiers who violate the regulations:

+ Verbal reprimand

+ Downgrading of annual emulation titles

+ Not being awarded annual emulation titles

Regular inspection refers to the periodic monthly inspections conducted by units responsible for inspecting the compliance with the Vietnam People's Public Security Regulations by units, officers, and soldiers.

Secret inspection is a form in which officers disguise themselves, wear plain clothes, and secretly use technical means and devices to record images and sounds of violations of the Vietnam People's Public Security Regulations by units, inspection teams, officers, and soldiers.

3. Officers and soldiers shall be subjected to the measure of not being awarded the annual emulation title when they commit one of the following behaviors:

a) Failing to handle violations of regulations or applying disciplinary measures incorrectly, not notifying the unit, officers, and soldiers of the violation; exploiting their position and authority to harass, demand money, or accept gifts from the violators; not complying with or obstructing the inspection of regulations;

b) Consuming alcohol, beer, and alcoholic substances during working hours, lunch breaks during working days, duty days, and combat duty shifts;

c) Failing to comply with the provisions of the Minister of Public Security regarding issuing orders and executing orders;

d) Violating regulations on civilized lifestyle, cultural family norms; rules and conventions of the local government where they work or reside.

Therefore, officers and soldiers of the People's Police may be subject to the disciplinary measure of not being awarded the annual emulation title when they commit the following violations:

- Failing to handle violations of regulations or applying disciplinary measures incorrectly, without notifying the unit, officers, and soldiers involved in the violation;

- Exploiting their position and authority to harass, demand money, or accept gifts from the violators;

- Not complying with or obstructing the inspection of regulations;

- Consuming alcohol, beer, and alcoholic substances before or during working hours, lunch breaks on working days, duty days, and combat duty shifts;

- Failing to comply with the provisions of the Minister of Public Security regarding issuing orders and executing orders;

- Violating regulations on civilized lifestyle, cultural family norms; and rules and conventions of the local government where they work or reside.
