According to Point c, Clause 2, Article 5 of Decree 92/2009/ND-CP, the probationary period for commune-level officials is stipulated as follows:
The probationary period for commune-level officials is regulated as follows: 12 months for officials who are classified in the pay grade of specialists and equivalents; 06 months for officials classified in the pay grade of officers and equivalents; 03 months for officials classified in the pay grade of clerks and equivalents. During the probationary period, they receive 85% of the starting salary level according to the professional training qualifications for which they were recruited. In cases where the official holds a master's degree suitable to the recruitment requirements, they receive 85% of the second level salary for specialists and equivalents; commune-level officials in highland areas, border areas, and islands receive 100% of the starting salary level according to their professional training qualification. The probation period is not counted towards the time for regular salary level advancement.

In the case that commune-level officials do not fulfill their duties, how long can the salary advancement be delayed?
According to Article 6 of Decree 92/2009/ND-CP, the regulation on salary advancement for commune-level officials is as follows:
- Commune-level officials specified in point a, clause 1, Article 5 of this Decree, who receive salary level 1 for 05 years (full 60 months), fulfill their duties, and are not disciplined, will be advanced to salary level 2.
- Commune-level officials specified in point b, clause 1, Article 5 of this Decree and commune-level officials specified in point a, clause 2, Article 5 of this Decree will follow the policies for salary advancement stipulated in Article 7 of Decree 204/2004/ND-CP.
- Commune-level officials who do not fulfill their duties or are disciplined with a reprimand or warning will have their salary advancement delayed by 06 months; if dismissed, the salary advancement will be delayed by 12 months, starting from the effective date of the disciplinary decision.
Thus, in the case that commune-level officials do not fulfill their duties, the salary advancement can be delayed by up to 6 months.
