How is the Vote-Counting Committee of the Communist Party Congress Regulated?
Based on Section 12.4 of Regulation 24-QD/TW in 2021, Regulations on the implementation of the Communist Party Charter, as follows:
12.4 (Clause 3, Article 12): Vote Counting Committee.
12.4.1. The Vote Counting Committee consists of official delegates (for delegate congresses), official party members (for party member congresses) in the congress who are not on the list of candidates or nominees at the congress. The presidium (or chairman) of the congress proposes, introduces, and the congress votes on the number and list of members of the vote counting committee and the head of the vote counting committee. In special cases where the congress cannot appoint a vote counting committee, the directly superior party committee may assign a working team to assist with the vote counting.
12.4.2. The Vote Counting Committee has the following duties:
a) Guiding on how to fill out ballots, inspecting and sealing ballot boxes, directly distributing ballots to delegates (or according to delegate groups), checking the number of ballots issued and collected, reporting to the congress, and counting the votes.
b) Reviewing and concluding on invalid ballots and addressing complaints regarding the election in the congress (if any).
c) Drafting the vote counting minutes, reporting to the presidium, and announcing the election results; signing the election minutes, sealing the ballots, and transferring them to the congress presidium for handing over to the new party committee for storage in accordance with regulations.
If vote counting is done by computer, the vote counting committee may use some technical staff who are not congress delegates. The technical staff serving the vote counting will be directly managed and supervised by the vote counting committee.
Besides the vote counting committee and the technical staff authorized by the congress for the vote counting duty, no one is allowed to access the area where the vote counting committee is working.
