The process of organizing the party congress is stipulated in Section 14 of Guide 01-HD/TW of 2021 on certain specific issues regarding the implementation of the Communist Party Charter. To be specific:
Process of Organizing the Congress
The party congress can proceed in two sessions: Preparatory Session and Official Session.
14.1. The Preparatory Session implements the following contents: Electing the Presidium, the Secretary Board, and the Committee for Delegate Credentials; adopting the congress rules, working program, election regulations, working regulations; providing delegate living guidance; and potentially discussing documents from higher levels.
14.2. The Official Session implements the contents stipulated in Articles 15, 18, 22, and 24 of the Communist Party Charter, appropriate for each level.
