How is the Party Cell Meeting Conducted?
Pursuant to Part 1, Section II, Guideline 12-HD/BTCTW of 2018 on improving the quality of Party cell meetings issued by the Central Organization Commission, the Party cell meeting is conducted as follows:
- Introduction
+ Declare the reason, introduce the delegates (if any).
+ Appoint a secretary to record the minutes of the Party cell meeting.
+ Announce the status of Party members: Number of members present, absent (with or without reason).
+ Approve the content, agenda of the Party cell meeting.
- Conducting the Meeting
For Regular Meetings
+ The Party cell secretary reports the meeting content prepared by the Party Committee and suggests a discussion.
+ Party members give their opinions, focusing on discussing key content directly related to the activities of the Party cell; self-criticize the results of assigned tasks; provide feedback and criticism to Party members in the cell.
+ The Party cell secretary provides information and orientation to clarify issues of interest to Party members, creating a democratic and open atmosphere encouraging members to contribute ideas for an effective meeting.
For Thematic Meetings
+ The Party cell secretary states the purpose and requirements of the thematic meeting.
+ The Party member assigned to prepare presents the thematic draft.
+ Party members express their personal understanding of the theme and its effect on themselves; relate to the Party cell, agency, unit, locality; exchange and contribute ideas to improve the thematic draft.
+ The Party member assigned to prepare the theme absorbs the contributing ideas to complete it. Once finalized, the theme must be sent to Party members in the cell (Party cells with many members can send it to Party groups) for study and reporting to the immediate superior Party Committee.
- Conclusion
For Regular Meetings
The Party cell secretary performs the following key tasks:
+ Summarize the opinions expressed at the meeting; absorb ideas for supplementing and completing the Party cell meeting content; assign tasks to Party members and set deadlines.
+ Provide ideological orientation for Party members; address or reflect the aspirations, and proposals of Party members to the competent authority.
+ Approve resolutions or conclusions.
+ Evaluate the quality of the meeting.
+ The secretary presents the minutes of the Party cell meeting.
For Thematic Meetings
The Party cell secretary evaluates the preparation, quality of the theme; the significance and effect of the theme on the Party cell, and Party members. Conclude the contents to be absorbed for supplementing and completing the thematic draft.
Do not organize specialized activities incorporated with Party cell meetings. The organization of thematic meetings does not replace regular Party cell meetings; if the Party cell faces difficulties regarding time and venue, thematic meetings can be combined with regular Party cell meetings in the same session, but must be conducted sequentially, regular meeting first followed by thematic meeting or vice versa.

Purpose and Requirements of Improving the Quality of Party Cell Meetings?
Section I, Guideline 12-HD/BTCTW of 2018, stipulates the purpose and requirements for improving the quality of Party cell meetings as follows:
1. Enhance the awareness and responsibility of Party Committees, Party organizations, Party cell secretaries, and Party members about the purpose, significance, and importance of Party cell meetings. Promote advantages, overcome limitations, and shortcomings in Party cell meetings, especially in agencies, enterprises, and public service providers. Include the study and practice of Ho Chi Minh's ideology, ethics, and style; self-criticism and criticism according to the spirit of the 11th, 12th Central Resolutions as regular content in Party cell meetings; contribute to building a clean and strong Communist Party.
2. Party Committees and organizations continue to deeply grasp the resolutions, directives, and guidances of the Central Government on Party cell meetings; enhance leadership, guidance, inspection, and supervision of the observance of organizational principles and Party activities, implement the principles of democratic centralism, self-criticism, and criticism, uphold discipline within the Communist Party, ensuring leadership, educational, and combative nature in Party cell meetings.
3. The Party Committee must prepare well and regularly renew meeting content to ensure conformance with superior guidance, suitable for the situation and characteristics of the Party cell; improve the effectiveness of implementing the cell's resolution. Each Party member, especially those holding leadership positions, management, and Party cell secretaries, must uphold their exemplary pioneering role in Party cell meetings, maintaining unity, camaraderie, actively participating in contributing ideas in meetings, and performing well the tasks assigned by the Party cell.
