How is the allowance for the Party Secretary cum Village Chief regulated?
Section 6 Article 2 of Decree 34/2019/ND-CP stipulates:
Non-professional individuals working in villages or residential groups shall not exceed 03 persons to receive a monthly allowance from the state budget, and this applies only to the positions: Party Cell Secretary; Village Head or Residential Group Leader; Head of the Front Work Committee. Individuals who participate in the work of the village or residential group outside the aforementioned 03 positions will not receive a monthly allowance but will be entitled to a stipend when directly participating in the work of the village or residential group from the funding, union fees allocated to the unions, and other sources of funds (if any).
Regime and policies for non-professional individuals working in villages or residential groups
The state budget shall allocate an allowance fund of 3.0 times the statutory pay rate to pay monthly allowances for non-professional individuals working in each village or residential group. Specifically, for villages with 350 or more households, villages in key and complex areas in terms of security and order as decided by competent authorities, and villages in border or island communes, the allowance fund is allocated at 5.0 times the statutory pay rate.
Based on the allowance fund stipulated in this section and based on the specifics of each commune, management requirements, regular expenditure rates of the commune level, and local budget revenue, the Provincial People's Committee shall present to the People's Council at the same level to determine the allowance level for each position, the level of concurrent duty allowance for non-professional individuals, and the stipend level for those directly participating in village or residential group work.
Thus, being both a Party Cell Secretary and Village Head qualifies you as a non-professional individual working at the village level; you are entitled to both a monthly allowance and a concurrent duty allowance.
The specific allowance levels will be determined by the People's Council of your province, based on the allowance fund from the state budget and the specifics of each commune, management requirements, regular expenditure rates of the commune level, and local budget revenue.
