- Electronic authentication of a Vietnamese citizen’s electronic identity is the activity of confirming and affirming the accuracy of the electronic identity through the extraction and comparison of information in the National Database on Population, the Identification Database through the electronic identification and authentication system.
17. An electronic identification card is the identification of Vietnamese citizens expressed through the electronic identification account created by the electronic identification and authentication system.
A national identification application is an application on digital devices to serve electronic identification and authentication activities in administrative procedures, public services, and other transactions in the electronic environment, developing utilities to serve agencies, organizations, and individuals.
The National Data Center is a place to gather, store, process, and coordinate information and data from databases and information systems to provide applications related to data and information infrastructure as prescribed by the Government of Vietnam.
Thus, an electronic identification card is the identification of Vietnamese citizens expressed through the electronic identification account created by the electronic identification and authentication system.

How many electronic identification cards can each Vietnamese citizen be issued?
Pursuant to Article 31 of the Law on Identification Cards 2023 regarding electronic identification cards:
Electronic Identification Card
Each Vietnamese citizen is issued 01 electronic identification card.
The electronic identification card has electronic identity and the following information:
a) Information prescribed from Clauses 6 to 18 and Clause 25 of Article 9, Clauses 2 and 4 of Article 15 of this Law;
b) Information prescribed in Clause 2 of Article 22 of this Law integrated at the request of the citizen and must be authenticated through national databases and specialized databases.
The electronic identification card is used for administrative procedures, public services, transactions, and other activities according to the citizen's needs.
The head of the identification management agency of the Ministry of Public Security has the authority to issue electronic identification cards.
The Government of Vietnam prescribes the order and procedures for issuing electronic identification cards.
Thus, according to the law, each Vietnamese citizen is issued 01 electronic identification card.
Currently, the electronic identification card is used for administrative procedures, public services, transactions, and other activities according to the citizen's needs.
Latest guidance on making an electronic identification card on VNeID in 2024?
According to Article 28 of Decree 69/2024/ND-CP, electronic identification cards are issued together with the issuance of level 02 electronic identification accounts for Vietnamese citizens and implemented according to the order and procedures specified in Article 10 of Decree 69/2024/ND-CP.
According to Clause 2 of Article 10 of Decree 69/2024/ND-CP, the specific procedure for obtaining an electronic identification card on VNeID is as follows:
Step 1: Citizens establish a level 01 electronic identification account on the national identification application and have been notified of the registration results through the national identification application or the primary mobile phone number or email address successfully.
Step 2: Register for a level 02 electronic identification account along with the issuance of an electronic identification card
- Citizens visit the Police of communes, wards, commune-level towns, or identification management agencies regardless of the place of residence, present a valid citizen identification card, and carry out procedures to issue a level 02 electronic identification account;
- Citizens provide full and accurate information on the Application for electronic identification account issuance as per the form; including clear details of the primary mobile phone number, email address of the citizen (if any), and other information requested to be integrated into the electronic identification card (if needed) to the receiving officer;
- The receiving officer enters the information provided by the citizen into the electronic identification and authentication system for verification; verifies the citizen’s face and fingerprints with the Identification Database;
- The Electronic identification and authentication management agency reviews and verifies the information of the citizen requesting the issuance of a level 02 electronic identification account and notifies the registration results through the national identification application or the primary mobile phone number or email address;
Note: The issuance of electronic identification cards is conducted concurrently on the level 2 electronic identification account (on VNeID).
Can a person with lost civil capacity be issued an electronic identification card?
Article 22 of the Civil Code 2015 stipulates on persons with lost civil capacity as follows:
Lost civil capacity
- When a person due to mental illness or another disease cannot perceive and control their behavior, at the request of the concerned person, a relevant authority, or organization, the Court issues a decision declaring that person to be of lost civil capacity based on psychiatric forensic examination.
When there is no longer a basis to declare a person as having lost civil capacity, at the request of the concerned person, a relevant authority, or organization, the Court issues a decision to annul the decision declaring the loss of civil capacity.
- Civil transactions of a person with lost civil capacity must be established and carried out by their legal representative.
At the same time, Article 19 of the Law on Identification Cards 2023 also provides:
Persons eligible for identification card issuance
Persons eligible for identification card issuance are Vietnamese citizens.
Vietnamese citizens who are 14 years of age or older must carry out procedures for identification card issuance.
Vietnamese citizens under 14 years of age are issued identification cards upon request.
Currently, persons eligible for identification card issuance in general, and electronic identification cards in particular, are Vietnamese citizens, and there is no regulation prohibiting persons with lost civil capacity from being issued an electronic identification card.
Therefore, persons with lost civil capacity still get an electronic identification card. However, to be issued an electronic identification card, the procedures must be followed as per current regulations.
