Handwritten Application Form to Join the Communist Party - Form 1-KND?

The application form to join the Communist Party is a document used by individuals who wish to become members of the Communist Party of Vietnam. The application form includes basic information about the applicant, such as their full name, date of birth, place of origin, educational qualifications, reasons for joining the Communist Party, etc.

19 Prohibitions for Party Members in 2024

According to Regulation 37-QD/TW in 2021, the 19 prohibitions for party members include the following:

(1) Party members are not allowed to act against, speak, write, or fail to implement the Party's political platform, charter, resolutions, directives, conclusions, regulations, rules, decisions of the Party; or perform acts not permitted by law.

(2) Self-nomination, accepting nominations, and nominating positions of state organizations without the Party's consent.

(3) Criticizing, denying, distorting Marxism-Leninism and Ho Chi Minh's thought; failing to fulfill exemplary responsibilities; individualism, opportunism, profit seeking; "term thinking," passive unity, formal democracy, not defending the right, not opposing the wrong; authoritarianism, bureaucracy, distancing from the masses.

(4) Disclosing, losing, or publishing confidential information and documents of the Party and the state; storing, propagating, disseminating information and documents in any form to propagate viewpoints opposing the Party's guidelines and state policies.

(5) Writing articles or providing false information to others; creating, producing, spreading indecent, untraditional works that are not conformable and incite negative societal impact.

(6) Making accusatory claims containing fabricated content; co-writing, signing accusatory petitions; writing anonymous, pseudonymous accusatory petitions. Sending or disseminating complaints, denunciations of any form to unauthorized agencies.

(7) Organizing, participating in organizations, and associations against Party regulations and state laws; protest, gathering crowds to disturb order and security.

(8) Organizing, instigating, and participating in factional activities disrupting internal unity. Exploiting criticism and feedback to defame, accuse, insult, or review subjectively against the Party and state.

(9) Reporting, documenting, declaring biographies, assets, and income dishonestly. Using fake, illegal diplomas, certificates, and endorsements; acquiring nationality, transferring funds, assets abroad, opening accounts and trading properties overseas unlawfully.

(10) Issuing documents with content contrary to Party regulations and state laws. Implementing non-conformal practices in managing investment, construction, use of houses, land, resources, finance, and properties of the Party and state.

(11) Violating civil service ethics, covering up, falsely reporting; responsibility negligence causing disunity, corruption, wastage, negative behaviors.

- Not reporting, not addressing acts of corruption, wastage, negative behaviors.- Interfering, influencing or allowing family and others to exploit positions for profit.- Utilizing policies encouraging dynamic, creative cadres for collective benefit to cover up self-serving behavior, corruption, negative practices.

(12) Job buying, covering up, supporting, interfering, and influencing personnel policies and procedures enforcement contrary to regulations.

(13) Interfering, influencing inspection, supervision, auditing, investigation, prosecution, trials, judgment execution, amnesty consideration, grievance resolution to cover up and support regulatory violations.

(14) Embezzlement, bribery, facilitating, mediating bribes or utilizing positions to mediate, bribe in any form; engaging in money laundering, illegal borrowing, lending activities.

(15) Receiving, gifting in any form influencing organizational decisions resulting in special benefits for oneself.

(16) Not practicing thrift, causing financial and asset wastage in public management and usage; unauthorized procurement, handling, and utilization of public assets.

(17) Interfering, influencing so families, oneself, and others can travel, study, get medical treatment with managed public funding.

(18) Organizing, participating in gambling of all forms; using narcotics; inappropriately using alcohol, beer, or to the extent of debauchery and other social vices.

Party members are not allowed extravagant, wasteful personal, family weddings, funerals, or events, or any activities for personal gain.

Indifference to societal wrongdoings, domestic violence, population policy violations, cohabiting with others as spouses, violating foreign marriage regulations.

(19) Practicing superstition, superstitious activities; supporting or participating in illegal religions or exploiting religious, belief activities for gain.

What are the Duties of Party Members?

Article 2 of the Charter of the Communist Party of Vietnam 2011 outlines the duties of Party members as follows:

- Absolute loyalty to the revolutionary ideals and objectives of the Party, strictly adhering to the Party's political program, charter, resolutions, directives, laws of the state;

- Performing assigned tasks excellently; absolute obedience to Party assignments and mobilization.

- Continuously studying, training to raise knowledge levels, working capacity, political qualities, and revolutionary ethics with a healthy lifestyle;

- Fighting against individualism, opportunism, bureaucratism, corruption, wastage, and other negative manifestations.

- Adhering to the Central Executive Committee's regulations on prohibitions for party members.

- Closely associating with the people, respecting and promoting people's rights of mastery;

- Taking care of the material and spiritual life and protecting legitimate interests of the people;

- Actively participating in mass mobilization and social work at workplaces and residences;

- Propagating and mobilizing family and people to implement the Party's guidelines and state laws.

- Participating in constructing, protecting the Party's policies and organization;

- Obeying discipline, preserving unity within the Party;

- Regularly self-criticizing, criticizing honestly with the Party;

- Conducting party membership development; participating in party activities and paying party fees conformable.
