      Circular 05/2024/TT-BTTTT guides the process of developing, appraising, and issuing economic-technical norms for public service using the state budget in the field of press within the scope of state management of the Ministry of Information and Communications.

      The economic-technical norms for public service using the state budget in the field of press within the scope of state management of the Ministry of Information and Communications include the direct labor costs, materials and supplies costs, machinery and equipment costs, and other expenses (if any) required to complete a qualified production unit for publication and distribution through media channels or a volume of work for public service under specific conditions suitable for the practical organization of production and service provision.

      In Article 7 of Circular 05/2024/TT-BTTTT, there are provisions regarding the method for developing economic-technical norms as follows:

      Methods for developing economic-technical norms:

      1. The methods for developing economic-technical norms include:

      a) Statistical and synthesis method: This method is based on annual or periodic statistical data (the statistical data must ensure reliability and legal compliance for a minimum of three consecutive years at the time of developing the economic-technical norms) and relies on practical experience or comparative parameters to establish economic-technical norms.

      b) Comparative method: This method is based on existing or implemented norms for equivalent work, products, or services in practice to establish economic-technical norms.

      c) Standard method: This method is based on labor time regulations, rest periods, machine and equipment consumption rates, material consumption rates in accordance with legal standards and regulations to establish labor norms, machine and equipment norms, material norms for each task or task group.

      d) Empirical analysis method: This method involves organizing surveys and experiments for each process and task content conducted under the current organizational and technical conditions of the unit. Based on the survey and experimental results, the individual components of the norms are analyzed and calculated.

      e) Synthesis method: This method combines the methods specified in points a, b, c, and d of this article.

      2. The press agencies shall organize the development of norms based on actual conditions and consider the choice of applying the methods specified in clause 1 of this article.

      - Statistical and synthesis method

      - Comparative method

      - Standard method

      - Empirical analysis method
