Guidelines for the Cultural Diplomacy Strategy until 2030
Based on Section II, Article 1, Decision 2013/QD-TTg in 2021, which stipulates the strategic guidelines for Cultural Diplomacy until 2030, as follows:
II. STRATEGIC GUIDELINES
The Government of Vietnam plays a directive and orienting role, providing support regarding mechanisms, policies, and resources. The Ministry of Foreign Affairs is the coordinating body responsible for advising, urging, accompanying, inspecting, summarizing, and reporting.
The implementation of cultural diplomacy is aimed at effectively realizing the foreign policy of independence, self-reliance, peace, cooperation, development, diversification, and multilateralization, while ensuring the highest national and ethnic interests based on international law and equality among nations. At the same time, it seeks to honor and elevate Vietnamese culture so that culture truly becomes a spiritual foundation, an intrinsic resource, and a breakthrough driving force for socio-economic development and international integration.
Cultural diplomacy centers on localities, people, and enterprises, whereby localities, people, and enterprises are both beneficiaries and partners, participating in the implementation of the Strategy.
The work of cultural diplomacy is a continuous and ongoing process; it requires ongoing creativity, sensitivity, and flexibility in implementation, while also enhancing the application of science and technology to enrich the content and forms of cultural diplomacy activities.
