Guidance on content and level of expenditure for civil servant recruiting examination of General Department of Taxation in 2023 in Vietnam
On July 5, 2023, the General Department of Taxation issued the Official Disptach 2775/TCT-TVQT in 2023 guiding the collection and payment of fees and expenditure for the civil servant recruiting examination of the General Department of Taxation in 2023.
The fees and expenditure for the civil servant recruiting examination of the General Department of Taxation is 300,000 VND/candidate.
- Management of the collected recruitment fee will be transferred to the account of the General Department of Taxation Office at the State Treasury of Hanoi (the account number of the General Department of Taxation will be notified to the Department of Taxation after being approved by the State Treasury of Hanoi), the content clearly states: Tax Department of province/city, etc to pay civil service exam fee in 2023 (300,000 VND x number of candidates).
Content and level of expenditure for civil servant recruitment exam of General Department of Taxation 2023:
- For Departments of Taxation, units under the General Department of Taxation, that have quotas for recruiting civil servants, make estimates of expenditures related to the organization of collection of dossiers and submit them to the heads of units for approval as a basis for expenditures including:
+ Actual expenditures must be accompanied by full legal and valid documents, including:
++ Expenditure for posting recruitment notices (if any).
++ Print exam cards for candidates taking the entrance exam.
++ Buy margin to collect fee.
++ Expenditure related to the collection of recruitment fees.
- Expenditure for examination-service training for civil servants who are assigned to receive dossiers, check records, enter data, summarize and report the number of candidates taking the entrance exam, and send notices of registration numbers, the exam card to the online candidate.
Expenditure levels are specified in Clause 6, Appendix 2, Regulations on management and use of training and retraining funds promulgated together with Decision 947/QD-TCT in 2019.
- For Tax Departments, Office of the General Department of Taxation, Department of Finance - Administration assigned by the General Department of Taxation to serve the organization of the exam:
For the above expenditures, the unit shall make the estimate for the contents assigned by the General Department of Taxation according to the list of estimates in the decision on assignment of estimates of the General Department of Taxation (the General Department of Taxation will send the decision to assign the cost estimate to the following units) and ensure all legal and valid documents as prescribed.
Who is prioritized in the recruitment of civil servants in Vietnam?
Pursuant to Article 5 of the Decree 138/2020/ND-CP stipulating regulations on priority subjects in civil servant recruitment including:
- Heroes of the Armed Forces, Heroes of Labor, War Invalids, and beneficiaries of policies such as Class B War Invalids and War invalids: 7.5 points will be added to the second round score;
- Add 5 points to the round 2 score for:
Ethnic minorities, military officers, police officers, professional servicemen, cipher workers who change majors, graduates of reserve officer training, graduates of commander training The commune-level military commands of the grassroots military branch shall be conferred the rank of reserve officer who has registered for the rank of reserve officer;
Children of martyrs, children of war invalids, children of sick soldiers, children of policy beneficiaries such as war invalids, children of class B war invalids, children of resistance activists infected with toxic chemicals, Hero of the Armed Forces, Hero of Labor: 5 points will be added to the 2nd round score;
- Those who have completed their military service, the obligation to join the People's Police, and volunteer youth members: 2.5 points will be added to the second round score.
In case the candidate or candidate for admission belongs to many priority categories, only the highest priority score will be added to the result of round 2.
Who is not eligible to apply for civil servant recruiting examination in Vietnam?
Pursuant to Article 36 of the Law on Cadres and Civil Servants in 2008 (amended by Clause 20, Article 1 of the Law on amendments to the Law on Cadres, Civil Servants, Public Employees in 2019) stipulating the conditions for registration for civil servant recruiting examination as follows:
Conditions for applying for civil servant recruitment
1. A person who fully meets the following conditions, regardless of ethnicity, male or female, social class, belief or religion, may register for public service recruitment:
a) Having one nationality which is Vietnamese nationality;
b) Being 18 years or older;
c) Having an application form; have a clear background;
d) Having appropriate diplomas and certificates;
d) Having good political and moral qualities;
e) Being healthy enough to perform the task;
g) Other conditions as required by the candidate position.
2. The following people are not allowed to register for civil service recruitment:
a) Not residing in Vietnam;
b) Loss or restricted civil act capacity;
c) Being examined for penal liability; are serving or have completed serving criminal judgments or decisions of the Court but have not yet had their criminal records remitted; are being applied administrative handling measures sending to compulsory detoxification establishments, sending to compulsory education establishments.
Thus, subjects who are not eligible to apply for civil service recruitment include:
- Not residing in Vietnam;
- Loss or restricted civil act capacity;
- Being prosecuted for criminal liability; are serving or have completed serving criminal judgments or decisions of the Court but have not yet had their criminal records remitted; are being applied administrative handling measures sending to compulsory detoxification establishments, sending to compulsory education establishments.
