Graduating from University with Honors: Eligibility for Direct Admission to Civil Service?

At Article 10 of Decree 138/2020/ND-CP on recruitment, use, and management of officials, it is stipulated:

- The recruitment of officials through the selection process is decided by the competent recruiting authority and is conducted separately for the following groups:

+ Individuals who commit to volunteering to work for 05 years or more in areas with particularly difficult socio-economic conditions;

+ Individuals who study according to the policies of assignment as stipulated by the Law on Education, after graduation, they return to work in the locality where they were sent for education;

+ Excellent graduates, talented young scientists.

- The recruitment for the group of individuals stipulated in point (c) of clause 1 of this Article is carried out in accordance with the Government of Vietnam's policies on attracting and creating a source of cadres from excellent graduates and young scientific staff.

=> Thus, according to the above regulations, the recruitment of officials through the selection process only applies to certain groups. And graduates with a high ranking in their final year are not eligible for the selection process for officials.
