Based on Article 2 of the Operational Regulations of the Coordinating Council for Legal Dissemination and Education of the Ministry of Agriculture and Rural Development issued together with Decision 1531/QD-BNN-PC in 2022, the functions and duties of the Coordinating Council for Legal Dissemination and Education are as follows:
The Council is an organization that coordinates directives and maintains activities between agencies and units under the Ministry of Agriculture and Rural Development (hereinafter referred to as MARD) to carry out the work of legal dissemination and education (hereinafter abbreviated as LD&E) in the agriculture and rural development sector.
The Council performs the tasks stipulated in Article 4 of Decision No. 1412/QD-BNN-PC dated April 19, 2022, of the Minister of Agriculture and Rural Development regarding the reorganization of the Coordinating Council for LD&E of MARD (hereinafter abbreviated as Decision No. 1412/QD-BNN-PC dated April 19, 2022).
Working Principles of the Coordinating Council for Legal Dissemination and Education
Based on Article 3 of these Regulations, the working principles of the Coordinating Council for Legal Dissemination and Education are as follows:
The Council works according to collective principles under the comprehensive direction of the Chairman of the Council; ensuring the principle of democratic centralism, emphasizing the personal responsibility of Council members, and requiring close cooperation in resolving tasks according to the functions, duties, and authorities prescribed by law and these Regulations.
The assignment of responsibilities and duties to Council members must be clear, specific, and in accordance with the law and these Regulations, fitting within the management scope of Council members.
The Council operates through Meetings, inspection delegations, information, reports, or soliciting opinions in writing; activities are conducted following the program and plan approved by the Council.
Council members work on a concurrent basis.
Council members may mobilize units and individuals under their management, and other lawful resources, to participate in accomplishing the assigned tasks.
