The Ministry of Home Affairs guides the relevant provincial People's Committees to determine the provincial administrative boundary; the superior People's Committee directs and guides the subordinate People's Committees to determine the administrative boundary on the ground and establishes the dossier on the administrative boundary within the locality.

[1] Responsibilities of the Provincial People's Committee
- Organize the establishment, management of the administrative boundary record.
- Submit to archives and hand over the administrative boundary record as prescribed.
- Ensure conditions for implementing the establishment, management of the administrative boundary record.
[2] Responsibilities of District and Commune People's Committees
- District and commune People's Committees are responsible for organizing the establishment and management of the administrative boundary record within the administrative boundary of the locality according to the functions and tasks assigned by the Provincial People's Committee.
- Commune People's Committees are responsible for managing administrative boundary markers on the ground at the locality; organizing propaganda, dissemination to raise people's awareness about protecting administrative boundary markers.
When detecting markers being displaced, damaged, or lost, they must draft minutes, handle individuals, organizations violating as prescribed by law; report to the competent authority to organize the restoration of administrative boundary markers.
