From July 1, 2025, what policies will employees in core national defense industrial facilities and core security industrial facilities enjoy?
Pursuant to Article 65 of the Law on National Defense and Security Industry and Industrial Mobilization 2024, employees in core national defense industrial facilities and core security industrial facilities shall enjoy the following policies:
[1] Employees in core national defense industrial facilities and core security industrial facilities, which are enterprises, shall receive salaries and enjoy the following policies:
- Enjoy policies applicable to employees in enterprises directly serving national defense and security, and policies as stipulated by the laws on employment, insurance, and other related laws.
- In cases where production and business results do not ensure adequate salaries according to positions, ranks, titles, grades, levels, and special allowances, they will be supported as regulated by the Government of Vietnam.
- Receive state support for healthcare policies, policies for female employees who are pregnant or raising children under 36 months of age.
[2] Employees in core national defense industrial facilities and core security industrial facilities, which are not enterprises, shall enjoy the following policies:
- Receive salaries and special allowances from the state budget and other incomes from funds ensuring scientific and technological research, human resource training, revenue from professional activities as stipulated by law.
- Employees directly participating in serving national defense and security production enjoy special allowances as stipulated by law.
Note: In addition to the above policies, employees in core national defense industrial facilities and core security industrial facilities shall enjoy the following policies:
- Employees participating in national defense and security industrial activities who are injured will be considered and resolved for policies as war invalids or persons enjoying policies as war invalids; if they die, they will be considered for recognition as martyrs as per the legal provisions for preferential treatment for revolution contributors.
- Employees with university degrees or higher, technical workers working in specialized national defense and security industries, high-level technical workers shall enjoy policies attracting high-quality human resources, prioritizing training, improving professional skills, knowledge, and craftsmanship.
- Enjoy copyright rights, protection of copyright for products from scientific and technological activities using state budget as per the legal provisions on intellectual property and scientific and technological laws.
- Receive state support on salaries and special allowances as per the legal provisions when performing tasks assigned by competent authorities outside production and business tasks.

Who are the personnel in core national defense industrial facilities and core security industrial facilities?
Pursuant to Article 25 of the Law on National Defense and Security Industry and Industrial Mobilization 2024, personnel serving national defense and security industries include:
Article 25. Personnel serving national defense and security industries
- Personnel serving national defense and security industries include:
a) Personnel at core national defense industrial facilities, core security industrial facilities, other national defense industrial facilities, other security industrial facilities;
b) Personnel at mobilization industrial facilities directly participating in industrial mobilization tasks;
c) Personnel mobilized during the implementation of national defense and security industrial tasks.
- Personnel at core national defense industrial facilities, core security industrial facilities, other national defense industrial facilities, other security industrial facilities include:
a) Officers, professional soldiers, defense industry workers, and national defense public employees working at core national defense industrial facilities; officers, non-commissioned officers, and security industry workers working at core security industrial facilities;
b) Contractual laborers;
c) Experts and scientists hired or cooperating for consultancy;
d) Individuals with appropriate professions and expertise mobilized by competent authorities to participate in national defense and security industrial activities during wartime and states of emergency on national defense, national security, social order, and safety.

Thus, personnel at core national defense industrial facilities and core security industrial facilities include:
- Officers, professional soldiers, defense industry workers, and national defense public employees working at core national defense industrial facilities; officers, non-commissioned officers, and security industry workers working at core security industrial facilities.
- Contractual laborers.
- Experts and scientists hired or cooperating for consultancy.
- Individuals with appropriate professions and expertise mobilized by competent authorities to participate in national defense and security industrial activities during wartime and states of emergency on national defense, national security, social order, and safety.
How are the activities of core national defense industrial facilities regulated?
Pursuant to Article 35 of the Law on National Defense and Security Industry and Industrial Mobilization 2024, the activities of core national defense industrial facilities are regulated as follows:
- Research, design, manufacture, produce, repair, convert, upgrade, modernize, and extend the service life of weapons and technical equipment for national defense and security; research, design, manufacture, produce technical materials; produce products and equipment for cryptographic activities, cyber operations for national defense and security.
- Produce and supply other products and services ensuring national defense industrial activities.
- Train human resources for national defense industry and industrial mobilization.
- Transfer technology, documents, provide guidance, training, human resources training; participate in product acceptance, production lines; inspect and receive products in preparation and implementation of industrial mobilization.
- Store weapons, technical equipment, and strategic technical materials for national defense industry and industrial mobilization.
- Joint venture, collaborate with organizations, individuals, and businesses domestically and abroad for production and business activities as stipulated by law.
* The Law on National Defense and Security Industry and Industrial Mobilization 2024 takes effect from July 1, 2025.
