Pursuant to Appendix 1: Monthly Allowance, Monthly Preferential Allowance Rates for People with Merits to the Revolution and Their Relatives, issued together with Decree 77/2024/ND-CP, the monthly allowance rates for disabled soldiers from July 1, 2024, are as follows:

What are the conditions for receiving policies for disabled soldiers?
Based on Article 46 of Decree 131/2021/ND-CP, which stipulates the conditions and standards for recognizing disabled soldiers to receive preferential policies for people with meritorious services to the revolution, as follows:
Conditions and Standards for Recognizing Disabled Soldiers
Urgent and dangerous tasks stipulated in Clause 1, Article 26 of the Ordinance are the following tasks: combat operations, direct combat support; performing dangerous tasks such as: protecting territorial integrity; firefighting; counter-terrorism and riot suppression; hostage rescue; direct suppression and arrest of criminals; search and rescue; disaster response.
Additionally, Clause 1, Article 26 of the 2020 Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, stipulates the conditions and standards for disabled soldiers as follows:
Conditions and Standards for Disabled Soldiers
Officers, professional soldiers, non-commissioned officers and soldiers in the People's Army, and officers, non-commissioned officers, and soldiers in the People's Public Security Force who contract a disease with a body damage rate of 61% or higher while performing urgent and dangerous tasks, and do not qualify for a pension, will be issued a "Disabled Soldier Certificate" by the competent authority when they leave service in the People’s Army or Public Security Force.
Thus, to be recognized as a disabled soldier, the following conditions must be met:
- Must be an officer, professional soldier, non-commissioned officer, soldier in the People's Army, or an officer, non-commissioned officer, soldier in the People's Public Security Force.- Must contract a disease with a body damage rate of 61% or higher while performing urgent and dangerous tasks, and do not qualify for a pension, will be issued a "Disabled Soldier Certificate" by the competent authority when they leave service in the People’s Army or Public Security Force.- Must perform tasks such as combat operations, direct combat support, performing dangerous tasks such as: protecting territorial integrity; firefighting; counter-terrorism, riot suppression; hostage rescue; direct suppression and arrest of criminals; search and rescue; disaster response.
What is the specific process for recognizing disabled soldiers in 2024?
Based on Article 51 of Decree 131/2021/ND-CP, the process for recognizing disabled soldiers is as follows:
Process for Recognizing Disabled Soldiers
Individuals submit an application to their respective agency/unit, attaching one of the documents specified in Clause 3, Article 48 of this Decree.
The agency/unit reviews and forwards the documents within 12 days from the date they are received to the competent authority as directed by the Ministry of Defense or Ministry of Public Security to complete the file and issue a decision on the Disabled Soldier Certificate and the preferential monthly allowances according to Form 63 in Appendix I of this Decree. Disabled soldiers with a body damage rate of 81% or more, and particularly severe conditions such as: amputation or paralysis of multiple limbs; complete blindness in both eyes; severe mental illness leading to a lack of self-sufficiency in daily activities shall receive a special monthly allowance as stipulated in point d, clause 1, Article 27 of the Ordinance.
At the same time, the Disabled Soldier Certificate should be issued according to Form 102 in Appendix I of this Decree and the file should be sent to the Department of Labor, War Invalids, and Social Affairs where the disabled soldier resides.

Therefore, the process for recognizing disabled soldiers in 2024 is conducted as follows:
Step 1: Individuals prepare and submit their application to their respective agency/unit.
Step 2: Within 12 days from receipt of the complete set of documents, the agency/unit forwards them to the competent authority, as directed by the Ministry of Defense or Ministry of Public Security, to complete the file and issue a decision on the Disabled Soldier Certificate and the preferential monthly allowances.
Simultaneously, the Disabled Soldier Certificate is issued, and the file is transferred to the Department of Labor, War Invalids, and Social Affairs where the disabled soldier resides.
Step 3: Within 12 days from receipt of the complete set of documents, the Department of Labor, War Invalids, and Social Affairs is responsible for verifying and continuing to implement preferential policies.
