Clause 4 Article 12 of the Law on Health Insurance in 2008 (as amended by Clause 2, Article 32 of the Law on Forces Participating in Protecting Security and Order at the grassroots in 2023 (effective from July 1, 2024)), provides for the following categories of health insurance participants:

People who have not participated in social insurance and are injured, resulting in a reduction in their ability to work, as determined by the Medical Examination Board, shall be considered for benefits depending on the degree of reduction in their ability to work; if they die, their family members shall be entitled to a death allowance and funeral expenses.

Therefore, from July 1, 2024, the government will support the payment of health insurance premiums for people participating in the security and order protection force at the grassroots.

What are the tasks of the forces participating in protecting security and order at the grassroots in Vietnam?

Chapter 2 of the Law on Forces Participating in Protecting Security and Order at the grassroots in 2023 (effective from July 1, 2024) stipulates the tasks of the forces participating in protecting security and order at the grassroots as follows:

- Supporting the gathering of information on security and order;

- Supporting the building of the people's movement to protect national security;

- Supporting fire prevention, firefighting, rescue, and relief;

- Supporting the administrative management of social order;

- Supporting the mobilization and education of people who have committed violations of the law residing at the facility;

- Supporting patrolling to ensure security, order, and traffic safety;

- Carrying out security and order protection tasks when mobilized.

What are the levels of support and compensation for people participating in protecting security and order at the grassroots in Vietnam?

Article 23 of the Law on Forces Participating in Protecting Security and Order at the grassroots in 2023 (effective from July 1, 2024) stipulates the levels of support and compensation for people participating in the forces participating in maintaining security and order at the facility, as follows:

- Receive monthly subsistence allowance, support for payment of voluntary social insurance and health insurance premiums at the level determined by the provincial People's Council.

- Receive support and compensation when assigned to training, carrying out tasks according to the assignment of the competent authority or when mobilized to carry out tasks.

The levels of support and compensation are as follows:

+ When assigned to training, receive a subsidy equal to the basic food allowance of a compulsory police officer;

+ When performing tasks from 22:00 on the previous day to 06:00 on the following day, holidays, days off, when performing heavy, hazardous, dangerous or especially heavy, hazardous, dangerous work: Receive a subsidy amount determined by the provincial People's Council;

+ When performing tasks in border areas, islands, mountains, areas with special socio-economic conditions, ethnic minority areas or at key administrative units at the commune level in terms of national defense: Receive an additional labor day allowance amount determined by the provincial People's Council;

+ When mobilized, assigned to carry out tasks outside the area of responsibility, the mobilizing, assigning agency shall support transportation, support food and accommodation during the time of assignment.
