Based on Section 4 of Regulation 232-QD/TW 2025:
4. Article 5: On the time limit for organizing the Party member admission ceremony, considering the recognition of official Party members, calculating the Party age of members
4.1. (Clause 1): Time limit for organizing the admission ceremony.
Within 30 working days from the date of receiving the Party membership admission decision from the competent authority, the grassroots cell must organize the admission ceremony for the Party member. If this time period is exceeded, a report must be made and direct superior authority approval is required.
4.2. (Clause 2): Time for official recognition of Party members.
4.2.1. Within 30 working days from the date the Party member completes the 12-month probation, the grassroots cell must review and propose official recognition for the Party member; if not eligible for official recognition, the request must be made to the competent authority to decide on name removal.
4.2.2. Probationary Communist Party members who are eligible for recognition as official Party members, even if the cell meeting is delayed, and the competent authority's approval is delayed, will still be officially recognized at the end of the 12-month probation period.
According to the above regulation, the time for the official recognition of Communist Party members is as follows:
- Within 30 working days from the date the Communist Party member completes the 12-month probationary period, the grassroots cell must review and propose official recognition for the member; if not eligible, the request must be made to the competent authority for name removal.
- Probationary Communist Party members meeting the conditions for official recognition will be officially recognized at the end of the 12-month probation period, regardless of delays in cell meetings or competent authority approvals.
- In cases where a lower-level Communist Party organization has held three votes without achieving a two-thirds majority of official Communist Party members or panel approval to recognize a probationary member as an official member, or to recommend name removal, the matter must be reported to the direct superior authority and the competent authority for consideration and decision.

How many official party members does the branch under the grassroots Party Committee in Vietnam have?
Based on Article 24 of the Charter of the Communist Party of Vietnam 2011:
Article 24.
A grassroots Party cell is organized according to the workplace or residence of the Party members; each cell must have at least 3 official members. A cell with many members can be divided into multiple Party groups; Party groups elect a group leader, and if necessary, a deputy leader; Party groups operate under the leadership of the cell committee.
The Party cell leads the implementation of the unit's political tasks; educates, manages, and assigns tasks to Party members; engages in public mobilization and Party membership development work; inspects, supervises disciplinary compliance by Party members; collects and submits Party fees. The cell and cell committee regularly meet once a month.
The Party cell congress is convened by the cell committee twice every five years; in places without a cell committee, it is convened by the cell secretary. With the agreement of the grassroots Party committee, it can be convened earlier or later, but no later than six months.
A Party cell with fewer than nine official Party members elects a cell secretary; if necessary, a deputy secretary. A cell with nine or more official members elects a cell committee, a cell secretary, and a deputy secretary from among the cell committee members.

Based on Article 35 of the Charter of the Communist Party of Vietnam 2011:
Article 35.
Party organizations and members who violate discipline must be handled fairly, accurately, and promptly.
Forms of discipline:
- For Party organizations: reprimand, warning, dissolution;
- For official Party members: reprimand, warning, dismissal, expulsion;
- For probationary Party members: reprimand, warning.
