According to Section 8 of Regulation 232-QD/TW 2025:
8. Article 8: Removal of Communist Party members and resolution of complaints regarding such removals
8.1. Removal of Communist Party members.
The Party cell evaluates and proposes to the competent Party committee for a decision to remove the name from the member list in the following cases: Party members who drop out of Party activities or do not pay membership fees for three months in a year without justifiable reasons; members who voluntarily return their party card or destroy it; members who lose the will to strive, fail to fulfill party member duties, have been educated by the Party cell but show no progress after a 12-month effort; members who violate the standards of being a party member for two consecutive years; members who do not meet the political standards stipulated by the Politburo.
8.2. Resolution of complaints about the removal of party members.
8.2.1. Within 30 working days from the date of receiving the removal decision, party members have the right to file a complaint to higher-level Party committees up to the Secretariat of the Central Communist Party.
8.2.2. The organizational consulting agency of the Party committee is responsible for advising the committee in resolving complaints. The resolution period for complaints is defined as follows: No more than 90 working days at the provincial, district, and equivalent levels; no more than 180 working days at the Central level, from the date of receiving the complaint.
8.2.3. Complaints not addressed include those filed after 30 working days from the date of receiving the removal decision; those already reviewed and concluded by the highest competent authority; complaints filed on behalf of individuals or collectives; complaints when no removal decision has been made by the competent Party committee.
8.2.4. Complaint resolution regarding removal for party members abroad is governed by separate regulations.
According to these provisions, the name of a Communist Party member can be removed in the following situations:
- The member drops out of Party activities or does not pay membership fees for three months in a year without justifiable reasons
- The member voluntarily returns or destroys their party card
- The member loses the will to strive, fails to fulfill duties, receives education from the Party cell but shows no progress after 12 months
- The member violates the standards of being a party member for two consecutive years
- The member does not meet political standards as defined by the Politburo.

Who is a provisional member of Vietnam Communist Party?
According to Article 1 of the Constitution of the Communist Party of Vietnam 2011:
Article 2.
Communist Party members are tasked with:
- Absolute loyalty to the revolutionary ideals of the Communist Party, strict compliance with the political program, Communist Party Constitution, resolutions, directives of the Party, laws of the State; completing assigned tasks well; absolute obedience to the Party's assignment and mobilization.
- Continuously learning, training, improving knowledge, work capacity, political quality, revolutionary ethics, living a healthy lifestyle; fighting against individualism, opportunism, sectionalism, bureaucracy, corruption, waste, and other negative manifestations. Complying with Central Committee's regulations on what party members should not do.

According to Article 5 of the Constitution of the Communist Party of Vietnam 2011:
Article 5.
- Individuals admitted to the Communist Party must undergo a twelve-month provisional period starting from the date the Party cell holds the admission ceremony. During this period, the Party cell will continue to educate, train, and assign official members to assist in the member's progress.
- Once the twelve-month period concludes, the Party cell assesses and votes to recognize each provisional member as an official member; if the provisional member does not qualify as a party member, they recommend to the competent Party committee to remove the name from the provisional membership list.
- The Party cell's resolution proposing the recognition of official membership must be decided by the competent Party committee.
- Official party membership age for members is calculated from the date recorded in the admission decision.
Thus, provisional party members are Vietnamese citizens aged eighteen or older, who acknowledge and voluntarily implement the political program, Communist Party Constitution, standards, and duties of party members, operate in a local Party organization, have been admitted into the Communist Party, and are in their twelve-month provisional period.
At the end of the 12-month provisional period, provisional Communist Party members will be assessed and voted for Communist Party admission if they qualify as Party members.
What are the duties of a member of Vietnam Communist Party?
According to Article 2 of the Constitution of the Communist Party of Vietnam 2011, the duties of a Communist Party member include:
- Absolute loyalty to the revolutionary ideals of the Communist Party;
- Strict compliance with the political program, Communist Party Constitution, resolutions, directives of the Party, laws of the State;
- Completing assigned tasks well; absolute obedience to the Party's assignment and mobilization.
- Continuously learning, training, improving knowledge, work capacity, political quality, revolutionary ethics, living a healthy lifestyle;
- Fighting against individualism, opportunism, sectionalism, bureaucracy, corruption, waste, and other negative manifestations.
- Complying with the Central Committee's regulations on what party members should not do.
- Maintaining close relationships with the people, respecting and promoting their rights;
- Taking care of the material and spiritual lives and protecting the legitimate rights of the people;
- Actively participating in mass and social work at their places of work and residence;
- Promoting and mobilizing family and citizens to implement the Communist Party's policies and State laws.
- Participating in the building, protecting of the Party's policies, and organization;
- Obeying discipline, maintaining unity within the Party;
- Regular self-critique and critique, being truthful with the Party;
- Carrying out party member development tasks;
- Attending Party activities and paying membership fees conformably.
