Pursuant to Article 12 of Decree 06/2023/ND-CP (effective from April 10, 2023) stipulates as follows:
Transitional provisions
1. The organization of round 1 of the civil servant recruitment exam continues to be implemented according to the provisions of Decree No. 138/2020/ND-CP until July 31, 2024. During this time, those who achieve results Input quality assessment according to the provisions of this Decree when participating in the civil servant recruitment exam is not required to take the first round exam as prescribed in Clause 1, Article 8 and Points a and b, Clause 3, Article 14 of Decree No. 138/2020/ND-CP.
2. From August 1, 2024, civil servant recruitment agencies will only recruit civil servants who pass the inspection results.
Thus, from August 1, 2024, civil servant candidates will not have to take the first round of exams. Instead, civil servant candidates must pass the entrance quality inspection results in Vietnam.

Clause 1, Article 10 of Decree 06/2023/ND-CP (effective from April 10, 2023) regulates use value of civil servant input quality inspection results as follows:

1. The results of quality inspection of civil servant input are valid for use within 24 months from the date of approval decision of the Ministry of Home Affairs. During the validity period of the accreditation results, those who pass the accreditation results may register for civil servant recruitment exams at agencies and organizations specified in Clause 1, Article 1 of this Decree nationwide.
2. Heads of agencies and organizations with authority to recruit civil servants, based on the results of the civil servant inspection, stipulate conditions for registering for civil servant recruitment and organize round 2 exams for those who pass the inspection results according to the provisions of Clause 2, Article 8 and Points a and c, Clause 3, Article 14 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants (hereinafter referred to as Decree No. 138/2020/ND-CP).
3. The results of the entrance quality assessment for candidates taking the entrance exam for jobs requiring a university degree or higher are allowed to be used to replace the results of the entrance quality assessment for the participants. The entrance exam for job positions requires lower qualifications than when registering for civil servant recruitment in accordance with recruitment requirements.

Who is agency that decided to establish the Accreditation Council to organize the accreditation of civil servant input quality in Vietnam?
Article 8 of Decree 06/2023/ND-CP (effective from April 10, 2023) stipulates the Accreditation Council to organize the inspection of civil servant input quality as follows:
Accreditation Council
1. The Minister of Home Affairs decides to establish an Accreditation Council to organize the inspection of civil servant input quality (hereinafter referred to as the Accreditation Council). The Accreditation Council has 07 or 09 members, including:
a) The Chairman of the Council is the leader of the Ministry of Home Affairs.
b) The Vice Chairman of the Council is the representative of the leadership of the advisory department on inspection work of the Ministry of Home Affairs.
c) Member and Secretary of the Council representing the advisory department on inspection work of the Ministry of Home Affairs.
d) Other members are decided by the Minister of Home Affairs.
2. The Accreditation Council works according to the collective principle, making decisions by majority; In case the number of opinions is equal, the decision shall be made according to the opinion of the Chairman of the Council. The Civil Servant Input Quality Accreditation Council has the following tasks and powers:
a) Establish supporting departments: Examination Registration Form Inspection Committee, Exam Proctoring Committee, Secretariat.
b) Organize the collection of inspection organization costs and use the inspection organization costs according to regulations.
c) Check the inspection registration form and organize the inspection according to the rules and regulations.
d) Report to the head of the agency competent to inspect input quality and civil servants to decide on recognition of inspection results.
d) Resolve complaints and denunciations during the inspection process.
e) The Accreditation Council will self-dissolve after completing its tasks.
3. Do not arrange people who are related to grandparents, parents, brothers, sisters or siblings of the person registering for inspection or the spouse of the person registering for inspection; spouse, biological child or adopted child of the person registering for inspection; People who are under disciplinary action or are implementing disciplinary decisions are members of the Accreditation Council and members of the assisting departments of the Accreditation Council.
Based on the above regulations in Vietnam, the Minister of Home Affairs decided to establish an Accreditation Council to organize the inspection of civil servant input quality.
