Pursuant to Clause 2 Article 3 of the Decree 24/2023/NĐ-CP stipulating the statutory pay rate of an Army Officer of the rank of Captain in Vietnam as follows:

2. From July 01, 2023, the statutory pay rate is VND 1.800.000 per month.
As regulations above, the statutory pay rate of armed force officer is VND 1.800.000 per month.
Pursuant to Table 6 issued together with the Decree 204/2004/NĐ-CP stipulating the salary coefficient of Army officers as ofllows:

Therefore, the salary of an Army officer of the rank of Captain will be equal to the base salary multiplied by the salary coefficient:
Salary = 1,800,000 x salary coefficient 5.40 = 9,720,000 VND. Therefore, from July 1, 2023, the salary of Army officers at the rank of Captain will be from VND 9,720,000.
What are criteria of officers of the People's Army of Vietnam?
Pursuant to Article 12 of the Law on Vietnam People’s Army Officers in 1999 stipulating criteria of officers as follows:
Criteria of officers
1. General criteria:
a) Being politically steadfast, absolutely loyal to the Fatherland and people, the Communist Party of Vietnam and the State of the Socialist Republic of Vietnam; having the spirit of high revolutionary vigilance, being ready to fight, make sacrifice and fulfill all assigned tasks;
b) Having revolutionary virtues; being industrious, thrifty, incorruptible, upright, devoted and impartial; being exemplary in observing the lines and under-takings of the Party as well as policies and laws of the State; promoting democracy, strictly maintaining the army disciplines; respect and unite with people, with comrades-in arms; being trusted by the mass;
c) Having the political and military qualifications and the capability to creatively apply Marxism-Leninism, the Ho Chi Minh thoughts, the Party’s and State’s lines, viewpoints and policies to the task of building the entire-people defense as well as the people’s army; having knowledge about the cultural, economic, social, legal and other matters; having the capability to carry out practical activities, meeting the requirements of the assigned tasks; having graduated from the training programs prescribed for each post;
d) Having clear life story, ages and health suited to the officers’ posts and ranks.
2. The specific criteria for each officer’s post are stipulated by the competent authorities.

What are allowances of officers of the People's Army of Vietnam?
Pursuant to Article 2 of the Circular 224/2017/TT-BQP, the subjects of application are as follows:

1. Officers, professional soldiers, defense workers and defense officers currently working at agencies and units.
2. Relevant agencies, units and individuals.
Pursuant to Clause 1, Article 3 of the Circular 224/2017/TT-BQP, the seniority allowance regime is as follows:

1. Conditions of application and allowance level
Persons specified in Clause 1, Article 2 of this Circular who have served in the Army's standing forces for full 5 years (full 60 months), are entitled to a seniority allowance equal to 5% of their current salary plus allowances of leadership positions and overtime allowances (if any); from the 6th year onwards every year (12 months) is charged 1% more.
Thus, the allowance of a military officer depends on the position, seniority, and nature of the work of an officer, professional soldier, defense worker, or defense civil servant working at agencies and units.
