Forms of Moral and Lifestyle Degradation Among Communist Party Members
According to Guideline 16-HD/BTCTW in 2018 regarding the review, evaluation, and classification of the annual quality for Communist Party organizations, Communist Party members, as well as collectives and individual leaders and managers at all levels, issued by the Central Organization Committee, the following manifestations of ethical and lifestyle degradation in Communist Party members are stipulated:
Individualism, selfish, opportunistic, and profit-driven lifestyle; focusing only on personal gain without regard for collective benefits.
Envy, jealousy, unfair comparison, not wanting others to surpass oneself.
Violation of the democratic centralism principle, causing internal disunity.
Conditional unity, superficial democracy.
Factionalism, clique behavior, jockeying for position and power.
Autocratic, patriarchal behavior, lacking democratic leadership and management.
Dishonest declaration of assets and income.
Obsessed with achievements, vainglory, ostentation, concealing shortcomings, exaggerating achievements, polishing one’s reputation.
Enjoyment of being praised and acclaimed.
"Achievement seeking," "award seeking," "title seeking."
Bureaucratic, disconnected from the masses, not staying in close touch with the grassroots level.
Lack of inspection, monitoring, not firmly grasping the situation of their locality, agency, or unit.
Indifference, insensitivity, lack of responsibility toward the legitimate difficulties, grievances, and demands of the people.
Decision-making or execution causing wastefulness, financial, property, state budget, land, and resource deficits...
Over-extended public investment, inefficient or ineffective.
Overspending, use of public assets beyond regulations.
Arbitrary, unprincipled use of public funds.
Wasteful use of human resources.
Squandering working time.
Embezzlement and corruption.
Abuse of position and power in collusion with enterprises or other entities for profit.
Misuse and abuse of position and power to tolerate, conceal, or assist in corruption and negative activities.
Manipulation in personnel work.
Position trading, power trading, favoritism in transfers, qualification trading, crime evasion...
Utilizing the entrusted power to serve personal interests.
Allowing relatives or acquaintances to exploit one's position and power for profit.
Gambling, excessive drinking, superstitious practices.
Supporting or participating in illegal religious organizations.
Falling into social vices.
Violating customs and traditions, beautiful cultural traditions of the nation, and family and social ethical standards.
