For how many years should a public employee of the rank of intermediate painter upgrade to a painter of class III in Vietnam? What is salary coefficient of a public employee holding the professional title of a class III painter in Vietnam? What is salary coefficient when probationary period ends with a university degree and is appointed to a public employee holding the professional title of a class III painter in Vietnam? 

I am earning an intermediate painter's salary, code 17,163 with an intermediate level. Now I want to upgrade to the title of painter class III, code V.10.08.27, is it possible and if so, how long do I need to keep this rank?

For how many years should a public employee of the rank of intermediate painter upgrade to a painter of class III in Vietnam?

According to Clause 4, Article 9 of Joint Circular 07/2016/TTLT-BVHTTDL-BNV stipulating cases of appointment to professional titles as follows:

Public employees who have been appointed to the rank of officials specialized in fine arts under the provisions of Decision No. 428/TCCP-VC dated June 2, 1993 of the Minister - Head of the Government Department of Organization and Personnel (now Minister Ministry of Home Affairs) promulgates professional standards for the rank of civil servants in the Culture - Information sector, who are now appointed to the professional titles of fine arts officers specified in this Joint Circular, as follows:

4. Appointment to the professional title of painter class IV (code V.10.08.28) for public employees currently ranked as intermediate painter (code 17.163).

Pursuant to Article 6 of the Joint Circular 07/2016/TTLT-BVHTTDL-BNV regulating class III painters - Code: V.10.08.27 as follows:

...

2. Standards of training and retraining qualifications:

a) Having a university degree or higher relevant to the fine arts major;

b) Possessing a certificate of standard training for the title of a class III painter.

3. Standards of professional competence:

a) Understanding the viewpoints, lines and undertakings of the Party, policies and laws of the State;

b) Understanding the forms and methods of composing;

c) Exploiting, proficiently using 01 material in composing and performing works or works;

d) Being ability to coordinate with colleagues in professional art activities;

dd) Being able to apply scientific advances to improve the efficiency of art activities.

4. A public employee promoted from the title of a class IV painter to the title of a class III painter must fully satisfy the criteria specified in Clauses 2 and 3 of this Article and have held the title of class IV painter for a minimum period of 02 years for college level or 03 years for intermediate level.

According to this Article, the public employee who is currently ranked as an intermediate painter (code 17.163) was appointed to the professional title of painter class IV (code V.10.08.28). And in order for a public employee who is currently ranked as an intermediate painter (code 17.163) to rank as a class III painter - Code: V.10.08.27, you need to hold this title for at least 03 years for the intermediate level.

What is salary coefficient of a public employee holding the professional title of a class III painter in Vietnam?

According to Clause 1, Article 10 of the Joint Circular 07/2016/TTLT-BVHTTDL-BNV, the salary arrangement is as follows:

1. The professional titles of public employees specialized in fine arts specified in Article 2 of this Joint Circular may apply the professional and professional salary table for cadres and public employees in non-business units of the State (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces, as follows:

a) The professional title of painter class I (code V.10.08.25) is entitled to the salary coefficient of class A3 public employee, group 1 (A3.1) from the salary coefficient 6.20 to the salary coefficient 8.00;

b) The professional title of painter class II (code V.10.08.26) is entitled to the salary coefficient of class A2 public employee, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

c) The professional title of a class III painter (code V.10.08.27) is entitled to the salary coefficient of a grade A1 official from the salary coefficient 2.34 to the salary coefficient 4.98;

d) The professional title of class IV painter (code V.10.08.28) is entitled to the salary coefficient of class B officials from 1.86 salary coefficient to 4.06 salary coefficient.

In Table 3 Professional and professional salary table for cadres and public employees in non-business units of the State promulgated together with Decree 204/2004/ND-CP, salary grades of painter's professional title class III as follows:

Thus, the salary coefficient of the professional title of class III painter (code V.10.08.27) ranges from the salary coefficient 2.34 to the salary coefficient 4.98 and is specified for each level as above in Vietnam.

What is salary coefficient when probationary period ends with a university degree and is appointed to a public employee holding the professional title of a class III painter in Vietnam? 

According to the provisions of Clause 2, Article 10 of the Joint Circular 07/2016/TTLT-BVHTTDL-BNV

2. Salary arrangement when the probationary period expires and is appointed to a professional title.

After the probationary period has expired as prescribed and the professional title is appointed by the competent authority managing public employees, the salary rank in the appointed professional title shall be arranged as follows:

a) If they have a doctorate degree suitable to the fine arts major, they will be ranked at level 3 with a salary coefficient of 3.00 of the professional title of class III painter (code V.10.08.27);

b) If a master's degree is suitable for the fine arts major, they will be ranked at level 2, salary coefficient 2.67 of the professional title of class III painter (code V.10.08.27);

c) If they have a university training degree suitable to the fine arts major, they will be ranked at level 1, salary coefficient 2.34 of the professional title of class III painter (code V.10.08.27);

d) Those who have intermediate training qualifications suitable for fine arts majors shall be ranked at level 1, salary coefficient 1.86 of the professional title of class IV painter (code V.10.08.28).

dd) If they have a college degree suitable to the fine arts major, they will be ranked at level 2, salary coefficient 2.06 of the professional title of class IV painter (code V.10.08.28).

According to the above regulations in Vietnam, at the end of the probationary period, having a university degree, he or she will be appointed to an official holding the professional title of a painter of class III with a salary coefficient of 2.34 of the professional title of a class III painter (code V.10.08.27).
