Issuance of regulations on the ranking of public service providers in health industry applied from July 1, 2024?
On May 16, 2024, the Minister of Health of Vietnam issued Circular 06/2024/TT-BYT regulating the ranking of public service providers in health industry.
Circular 06/2024/TT-BYT applies to public service providers in health industry, including:
- Medical examination and treatment facilities;
- Preventive health care facilities;
- Testing and inspection facilities;
- District-level health centers in districts, sub-districts, district-level towns, cities under provinces, and cities under centrally administered cities.
Not applicable to:
- Public service providers directly under the Ministry of Health, such as the National Forensic Institute, the National Coordination Center for Human Organ Transplantation, the Central Health Communication and Education Center, the National Drug Procurement Center, the Project Management Board for specialized health construction projects; psychiatric forensic institutions;
- Forensic centers;
- Medical assessment centers.

What are 05 groups of standards for ranking public service providers in health industry in Vietnam from July 1, 2024?
Article 3 of Circular 06/2024/TT-BYT stipulates the classification of public service providers in health industry as follows:
Ranking standards
- Ranking standard groups:
a) Group I standards on position, function, and tasks: 10 points;
b) Group II standards on scale and operational content: 15 points;
c) Group III standards on human resources: 20 points;
d) Group IV standards on expertise capacity: 40 points;
dd) Group V standards on infrastructure and equipment: 15 points.
- Specific standards and scoring levels specified in the appendixes issued with the Circular:
a) Appendix 1: Standards for ranking medical examination and treatment facilities;
b) Appendix 2: Standards for ranking preventive health care facilities;
c) Appendix 3: Standards for ranking district health centers, sub-districts, district-level towns, cities under provinces, and cities under centrally administered cities;
d) Appendix 4: Standards for ranking institutes; testing and inspection centers, provincial and centrally administered city centers for drug, cosmetics, and food testing;
dd) Appendix 5: Standards for ranking special-grade medical examination and treatment facilities.
- Scoring and classification:
a) Special grade: a Grade I facility achieving 100 points and meeting the special grade standards;
b) Grade I: achieving 90 to 100 points;
c) Grade II: achieving 70 to under 90 points;
d) Grade III: achieving 50 to under 70 points;
dd) Grade IV: under 50 points.
Thus, there are 05 groups of ranking standards for public service providers in health industry from July 1, 2024, including:
- Group 1 standards on position, function, and tasks: 10 points;

Which agency is responsible for ranking public service providers in health industry in Vietnam?
Article 8 of Circular 06/2024/TT-BYT stipulates the implementation responsibilities as follows:
Implementation responsibilities
- Ministers, heads of ministerial-level agencies, Presidents of the People's Committees of provinces and centrally administered cities are responsible for:
a) Directing, guiding, inspecting, and supervising the ranking of public service providers in health industry under their authority and management fields;
b) Establishing or assigning, decentralizing, or authorizing a leading agency to establish a Council to score according to the ranking criteria stipulated in this Circular. The Council must have a minimum of 09 members; Council members must have the competency and qualifications suitable for scoring the ranking criteria.
- The head of the unit is responsible for organizing the implementation of this Circular and must prepare a dossier to submit to the competent authority for review and decision on the unit's ranking no later than 90 days before the ranking decision expires.
During implementation, if there are any obstacles, please report to the Ministry of Health (Department of Personnel Organization) for guidance or consideration and resolution./.
Thus, the agencies responsible for executing the ranking of public service providers in health industry from July 1, 2024, according to Circular 06/2024/TT-BYT, are as follows:
