Explanation of the Law by Which Legal Normative Document?

Clause 3 Article 3 of the 2015 Law on Promulgation of Legal Documents stipulates:

The interpretation of the Constitution, laws, and ordinances involves the Standing Committee of the National Assembly clarifying the spirit and content of articles, clauses, and points in the Constitution, laws, and ordinances to ensure correct, unified perception, implementation, and application of the law.

And point a of Clause 2 Article 16 of this Law also stipulates: The Standing Committee of the National Assembly issues resolutions to interpret the Constitution, laws, and ordinances.

Therefore, according to the regulations, the authority to interpret laws rests with the Standing Committee of the National Assembly. The Standing Committee of the National Assembly will issue a resolution to interpret the law.
