Establishment of Specialized Advisory, Assisting, and Public Service Provider Agencies of the Party Committee
Based on Section 17 of Regulation 24-QD/TW in 2021, Regulation on the Implementation of the Communist Party Charter, accordingly:
Establishment of Specialized Advisory, Support, Public Service Provider Agencies for Party Committees
17.1. Party Committees directly under the Central Committee.
17.1.1. Provincial, district, and equivalent level party committees are authorized to establish specialized advisory, support, public service provider agencies at their level as follows:
a) Provincial and centrally governed city levels have agencies and units such as: Office, organizing committee, oversight committee, propaganda committee, mass mobilization committee, internal affairs committee, political school, and the newspaper of the provincial or city party committee.
Where there is a need to establish a provincial economic committee, the city party committee must submit it to the Politburo for consideration and decision.
b) District, precinct, district-level town, provincial city, and centrally governed city levels have agencies and units such as: Office, organizing committee, oversight committee, propaganda committee, mass mobilization committee, political center.
c) Party committees in the sectors, directly superior party committees to grassroots organizations under the provincial or city party committees have agencies such as: Office, organizing committee, oversight committee, propaganda committee.
17.1.2. Party Committees within the Central Committee are authorized to establish specialized advisory, support agencies including: Office, organizing committee, oversight committee, propaganda committee, mass mobilization committee, political training center.
Directly superior party committees to grassroots organizations under the Party Committee of Central Agencies: Authorized to establish specialized advisory, support agencies including office, organizing committee, propaganda committee, oversight committee.
Directly superior party committees to grassroots organizations under the Party Committee of Central Enterprises: The advisory and support agencies of the party committee are integrated with the specialized agencies of the enterprise with corresponding functions and tasks to conduct oversight, organizing, propaganda, and office work.
17.1.3. Where there is a requirement to establish specialized advisory, support, public service provider agencies different from the above regulations, it must report and obtain the agreement of the Secretariat.
17.1.4. Do not establish specialized advisory, support agencies for grassroots party organizations. Grassroots party committees that are empowered or piloting empowerment for direct superior-level functions follow Subsection a, Clause 10.5.2 of this Regulation.
17.1.5. The Central Organizing Committee is responsible for managing, guiding, inspecting, and periodically reporting to the Secretariat on the organizational structure and staffing of the specialized advisory, support, public service provider agencies mentioned above. The committees and agencies of the Party at the Central level cooperate with the Central Organizing Committee to guide the activities of the specialized advisory, support, public service provider agencies at local party committees.
17.1.6. Specialized advisory, support agencies for party committees within the Military Party Committee, Public Security Party Committee follow the regulations of the Politburo.
17.2. The establishment, merger, and dissolution of specialized advisory, support, public service provider agencies of the Central Committee are decided by the Central Executive Committee. The Central Organizing Committee helps guide, inspect, and manage the organizational structure and staffing of these agencies.
17.3. The agency of the Vietnam Fatherland Front and socio-political organizations (Vietnam General Confederation of Labor, Ho Chi Minh Communist Youth Union, Vietnam Farmers' Union, Vietnam Women's Union, Vietnam Veterans' Association):
17.3.1. At the central level, the Politburo decides on the functions, tasks, organizational structure, staffing, and assigns the Central Organizing Committee for advisory management.
17.3.2. At the provincial, district level, the Secretariat stipulates the functions, tasks, organizational structure, staffing; the Standing Committee of the provincial or city party committee manages and periodically reports to the Secretariat (via the Central Organizing Committee).
