What are the regulations on establishing advisory, working, and public service provider agencies for the party committees? Formation of advisory agencies, executive assistance, and public service providers by party committees; appointment of full-time party cadre
17.1. The grassroots party organization does not establish any advisory agency with full-time staff; the party committee assigns party members to oversee various office tasks, propaganda, organization, inspection, and mass mobilization; all members are part-time.
Grassroots party organizations in agencies and public service providers with fewer than 200 party members will not allocate full-time staff. However, those with 200 or more party members may allocate full-time staff, as determined specifically by the party organization of that agency, enterprise, or public service provider.
17.2. The above-mentioned party committee, which is at the direct superior level of grassroots party organizations in agencies and public service providers, can allocate no more than 15 full-time party cadre.
Public service providers that practice autonomy and self-responsibility in carrying out tasks, organizational structure, personnel, and finance can independently decide the number of full-time party cadre suitable to their actual conditions.
17.3. Party committees vested with superior authority may establish advisory agencies and executive assistance with full-time staff. For party committees with fewer than 1,000 party members, the number of full-time staff in advisory and executive assistance agencies does not exceed 3 persons; for those with over 1,000 party members, not more than 5 persons. The specific number of full-time staff is determined by the superior party committee.
In cases where a higher number of full-time party cadre is needed, written consent from the Central Organization Commission is required.
17.4. The number of full-time party cadre of the party organization in state agencies and units is included in the total staffing of that agency or unit.
The operating budget for party activities is included in the annual budget plan of the respective agency or unit.
17.5. The number of full-time party cadre in enterprises is decided by the enterprise leadership, and the enterprise pays their salaries.
