Eligibility for Title of "Grassroots Emulation Fighter" without Inventions or Innovations

According to the provisions of Article 9 of Decree 91/2017/ND-CP, the conditions for the title "Grassroots Emulation Soldier" to be awarded annually to individuals who meet the following criteria:

- Achieve the standard title of "Advanced Laborer" or "Advanced Soldier"; (You can refer to the following article: Procedure for considering the title of Advanced Laborer for teachers)

- Have an initiative to increase labor productivity or work efficiency recognized by the institution, or have a scientific research project that has been accepted and applied at the agency, organization, unit, or demonstrate ingenuity and creativity in combat or support combat, and complete tasks excellently as recognized by the unit.

Thus, one of the conditions for you to achieve this title is that you must have an initiative to increase labor productivity or a scientific research project.

Therefore, you may not be considered for the title of Grassroots Emulation Soldier if you do not have an initiative project. However, you can contact the school for clearer guidance on this issue.
