Election of the Cell Committee, Secretary, Deputy Secretary of the Party Cell (including the Grassroots Party Cell) is regulated how?
Pursuant to Section 22 of Regulation 24-QD/TW in 2021, Regulation on the implementation of the Communist Party Charter, whereby:
Election of the Cell Committee, Secretary, Deputy Secretary of the Cell (including grassroots cells)
22.1. The cell with 9 or more official party members shall elect a Cell Committee; a cell with many party members elects no more than 7 Cell Committee members. The cell directly elects the Cell Committee first, then elects the Secretary and one Deputy Secretary from the Cell Committee members. A cell with fewer than 9 official party members elects the Secretary, and if needed, elects one Deputy Secretary.
22.2. In the event that the cell holds three elections and no candidate receives enough votes to be elected as the Secretary of the cell, the superior committee, based on the specific situation of the cell, shall appoint one comrade from the Cell Committee members or party members (where there is no Cell Committee) to act as Secretary to manage the activities of the cell.
22.3. When truly necessary, the direct superior committee appoints the Secretary, Deputy Secretary, and Cell Committee members.
