Duties and Responsibilities of the Political Commissar of the Military Command Committee of Agencies and Organizations from July 01, 2020

Based on Article 11 of Circular 29/2020/TT-BQP (Effective from July 1, 2020) stipulating the responsibilities and duties of the political commissar of the military command board in agencies and organizations as follows:

1. Responsibilities

Advise and be responsible to superiors, the party committee (party cell), and the head of the agency or organization at the same level for party work and political work in the implementation of national defense and military tasks. Principal political authority in the militia and mobilized reserve force; directly conduct party and political work in the militia and mobilized reserve forces and in national defense and military tasks at the agency or organization; together with the head of the military command board of the agency or organization, propose content and measures for leading national defense and military work for the party committee (party cell) of the agency or organization to decide.

2. Duties

- Advise and propose to the party committee (party cell) of the same level to decide the guidelines and measures for leading the implementation of national defense and military tasks at the agency or organization in accordance with the line, policies of the Communist Party, the policies, and laws of the State, resolutions, directives, and orders of superiors. Develop plans and directly conduct party and political work in the militia and mobilized reserve forces and in national defense and military tasks at the agency or organization;

- Conduct political and ideological education; build the militia and mobilized reserve forces of the agency or organization to be absolutely loyal to the Communist Party, the Fatherland, and the People with a firm political stance, ready to accept and complete all assigned tasks; coordinate the education on national defense and security; motivate officials and public employees, and workers to participate in building local armed forces, strengthening the national defense foundation;

- Build the core political force, develop party members, and union members within the militia and mobilized reserve forces of the agency or organization;

- Propose the construction of command positions for the militia unit, a team of mobilized reserve officers with sufficient quantity and high quality, fully completing assigned responsibilities, and tasks, meeting the requirements and tasks of national defense and military tasks at the agency or organization in all situations; cooperate with mobilized reserve units receiving resources from the agency or organization to arrange, manage, and organize the training of reserve officers;

- Conduct internal political protection work, build the militia and mobilized reserve forces that are clean in politics, safe in all aspects; propagandize and educate the militia, mobilized reserve forces, and officials, public employees, and workers to enhance revolutionary vigilance, struggle to defeat all schemes and tricks of hostile forces, contributing to maintaining political security at the agency or organization;

- Guide the militia and mobilized reserve forces in conducting mass mobilization work, participating in movements, and campaigns launched by the Communist Party, the State, the Vietnam Fatherland Front, the Army, and localities, contributing to building a strong agency or organization and a safe area;

- Organize the implementation of the policies of the Communist Party and the State for the militia, mobilized reserve forces, and military rear policies; research and propose to superiors to improve policies for the militia, mobilized reserve forces, military rear policies, and national defense and military tasks;

- Conduct party and political work in the building, training, and operation of the militia, mobilized reserve forces; prepare and call citizens to enlist, perform mobilization tasks; protect the agency or organization and perform other national defense and military tasks assigned by competent authorities;

- Conduct preliminary and final reviews of party and political work for the militia and mobilized reserve forces in implementing national defense and military tasks at the agency or organization.
